State-owned enterprises (SOEs) play significant roles in developing economies in Asia and SOE performance remains crucial for economy-wide productivity and growth. This book explores the way in which the state has become commercialised under reform as party and government officials have gone into business and considers the impact that this has had on politics within Ho Chi Minh City and Hanoi. The book charts the way in which power has been decentralised to the lower levels of the party-state but argues that the central state retains significant power. These issues are explored through a variety of case studies including the implementation of different reform policies, struggles over political and business activity, and the prosecution of two major corruption cases. Particular emphasis is placed on piecing together the myriad of informal practices which dominate business and political life in Vietnam.

Rent seeking continues to be a topic of much discussion and debate within the political economy. This new study challenges previous assumptions and sets out a new analysis of the dynamics of rent and rent seeking in development, using Vietnam as a case study. This book provides an alternative approach to the study of economic development and illuminates new perspectives in a contemporary context. It argues that not only has there been an incomplete understanding of Vietnam’s industrial development over the last three decades, but that neoclassical economics do not adequately address many of the issues endangering Vietnam’s development. A significant observation of the Vietnamese experience is the analytical view that rents can be developmental and growth enhancing if the configuration of rent management incentivizes industrial upgrade and conditions firm performance. Underlining the need to reexamine how economic actors and the state collaborate through formal and informal institutions, this study fills a gap in the scholarship of the political economy of rent and rent seeking and how rents might be used for developmental purposes.
This study is a collaborative effort between officials and researchers from the transitional economy of Vietnam and researchers from the market economies of Japan and ASEAN.The first section covers aspects of the reform process undertaken in Vietnam as perceived by Vietnamese officials and scholars, and includes rare data and statistics. Section two deals with relevant aspects of the process of deregulation, liberalization and privatization experienced in Japan and the ASEAN countries. The final section provides recommendations for consideration by Vietnam’s economic reform planners. Vietnam became a member of ASEAN on 1 July 1995. This study can possibly contribute to Vietnam’s integration into the ASEAN economies.

This book analyses actual and potential normative (whether legislative or contractual) conflicts and complex transnational disputes related to state-controlled enterprises (SCEs) operations and how they are interwoven with the problem of foreign direct investment. Moreover, SCEs also fall within the remit of international political economy, international economics and other SCE-related fields that go beyond purely legal or regulatory matters. In this connection, research on such economic and political determinants of SCE’s operations greatly informs and supplements the state of knowledge on how to best regulate cross-border aspects of SCE’s and is also be covered in this book. The book also aims to analyse the “SCE phenomenon” which includes a wide panoply of entities that have various structures with different degrees of control by states at the central or regional level, and that critically discuss the above-mentioned overlapping legal economic and political systems which can emerge under various shades of shadows casted by governmental umbrellas (i.e., the control can be exercised through ownership, right to appoint the management, and special-voting-rights). The chapters in this book are grouped, so as to address cross-border investment by and in SCE, into four coherent major parts, namely --- (i) the regulatory framework of state capitalism: laws, treaties, and contracts; (ii) economic and institutional expansion of state capitalism; (iii) the accountability of state capitalism: exploring the forms of liabilities; and (iv) regional and country perspectives. Thirty years of Ä?ổi Má»›i (economic renovation) reforms have catapulted Vietnam from the ranks of the world’s poorest countries to one of its great development success stories. Critical ingredients have been visionary leaders, a sense of shared societal purpose, and a focus on the future. Starting in the late 1980s, these elements were successfully fused with the embrace of markets and the global economy. Economic growth since then has been rapid, stable, and inclusive, translating into strong welfare gains for the vast majority of the population. But three decades of success from reforms raises expectations for the future, as aptly captured in the Vietnamese constitution, which sets the goal of “a prosperous people and a strong, democratic, equitable, and civilized country.†? There is a firm aspiration that by 2035, Vietnam will be a modern and industrialized nation moving toward becoming a prosperous, creative, equitable, and democratic society. The Vietnam 2035 report, a joint undertaking of the Government of Vietnam and the World Bank Group, seeks to better comprehend the challenges and opportunities that lie ahead. It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity.
