The end of the Cold War created an opportunity for the United Nations to reconceptualize the rationale and extent of its peacebuilding efforts, and in the 1990s, democracy and good governance became legitimizing concepts for an expansion of UN activities. The United Nations sought not only to democratize disorderly states but also to take responsibility for protecting people around the world from a range of dangers, including poverty, disease, natural disasters, and gross violations of human rights. National sovereignty came to be considered less an entitlement enforced by international law than a privilege based on states’ satisfactory performance of their perceived obligations. In Governing Disorder, Laura Zanotti combines her firsthand experience of UN peacebuilding operations with the insights of Michel Foucault to examine the genealogy of post–Cold War discourses promoting international security. Zanotti also maps the changes in legitimizing principles for intervention, explores the specific techniques of governance deployed in UN operations, and identifies the forms of resistance these operations encounter from local populations and the (often unintended) political consequences they produce. Case studies of UN interventions in Haiti and Croatia allow her to highlight the dynamics at play in the interactions between local societies and international peacekeepers.
The benefits of the U.S-led order and the many international agreements that the United States has championed to open up the world to the free flow of goods, services, ideas, and people, no longer look so promising. This shift has caused a public backlash against globalization not only in the United States but also in many Western countries. The major powers either do not comprehend the risks of the current transitional period or they do not have a clear vision for a new international order that will be broadly acceptable and thus considered legitimate by most other states. Frequent instances of intervention in current world affairs have threatened the status of nonintervention as a rule of international relations. " Conventional political theory holds that the sovereign state is the legitimate source of order and provider of public services in any society, whether democratic or not. But Hezbollah and ISIS in the Middle East, pirate clans in Africa, criminal gangs in South America, and militias in Southeast Asia are examples of nonstate actors that control local territory and render public services that the nation-state cannot or will not provide. This fascinating book takes the reader around the world to areas where national governance has broken down—or never really existed. In these places, the vacuum has been filled by local gangs, militias, and warlords, some with ideological or political agendas and others focused primarily on economic gain. Many of these actors have substantial popularity and support among local populations and have developed their own enduring institutions, often undermining the legitimacy of the national state. This book examines the current phase of world order transition in the Atlantic area, focusing on Europe and Northern America, Asia, and Africa. In particular, it describes four processes of world order transition, namely the decreasing American leadership, the rising power of China, the receding effectiveness of economy and security world policies, and the continued but inadequate operation of the world policy-making institutions. Part one of the book presents perspectives on world order transition developed by political science schools, i.e. the world hegemony and the power transition school, and by the experts of complexity theory, a newcomer in social sciences. These theories are best suited to explain the order transition and to supply consistent, complementary data and insights on the juncture of the four processes pushing for the creation of the new world order. Part two looks into the impact of order transition on the Atlantic area. The authors focus on the existing tensions and the potentials for change that affect the long-time relations between the USA, the European countries, and Canada. At the same time, the interference of China into the politics and economy of Europe is analyzed, in particular through a case study of the relations between China and the Baltic states.
In more than one hundred developing countries, international organizations continuously offer practical assistance for economic advancement and social change—assistance that in some cases forms a substantial part of national programs. This book examines international aid in three countries-Malawi, Tanzania, and Zambia—in order to ascertain how assisting organizations exert influence on member governments. Professor Gordenker draws on interviews, information usually inaccessible to observers, and his own direct field observation of programs established by the United Nations' system of organizations in the three countries during the late 1960s, immediately after their independence from British administration. This period witnessed sharp changes in national development policies and the political turmoil produced by the Rhodesian revolt. The author analyzes in detail the creation, bureaucratic consideration, and execution of important projects. This study explores the normative dimension of the evolving role of the United Nations in peace and security and, ultimately, in governance. What is dealt with here is both the UN's changing raison d'être and the wider normative context within which the organisation is located. The study looks at the UN through the window of one of its most contentious, yet least understood, practices: active involvement in intra-state conflicts as epitomised by UN peacekeeping. Drawing on the conceptual tools provided by the 'historical structural' approach, this study seeks to understand how and why the international community continuously reinterprets or redefines the UN's role with regard to intra-state conflicts. The study concentrates on intra-states 'peacekeeping environments', and examines what changes, if any, have occurred to the normative basis of UN peacekeeping in intra-state conflicts from the early 1960s to the early 1990s. One of the original aspects of the study is its analytical framework, where the conceptualisation of 'normative basis' revolves around objectives, functions and authority, and is closely connected with the institutionalised values in the UN Charter such as state sovereignty, human rights and socio-economic development.
