This report provides an overview of Nepal’s initiatives on readiness for Reducing Emissions from Deforestation and forest Degradation (REDD+). It presents the status of forest cover change; identifies the drivers of deforestation, institutional and distributional factors in the country; analyses the political economy of land use change; revisits the REDD+ process; and assesses prospects for effective, efficient and equitable outcomes of the same. Nepal has a high rate of deforestation and forest degradation, though there exists no robust, comprehensive orupdated information to show the precise rate. Multiple drivers—such as high dependency on forests, over harvesting, weak governance, landlessness and high opportunity costs for agricultural expansion—contribute to deforestation. The government’s capacity to monitor and address these drivers and underlying causes appears inadequate. Forest officials, civil society organisations and donors exhibit strong enthusiasm for and active involvement in REDD+. Over half a dozen diverse REDD+ readiness initiatives are being implemented by the government and non-state actors. REDD+ implementation has adopted a participatory and multi-stakeholder process usually involving government agencies, civil society organisations and development partners. However, this process is largely detached from the complex dynamics of deforestation and appears to be limited to technical, administrative and peripheral issues. The core issues of forest tenure security and governance reform have not received adequate attention. A robust policy, legal and institutional foundation for community forestry and well-functioning community institutions provide a strong foundation for REDD implementation in Nepal. However, there are enormous challenges from the larger political and socio-economic context, the paucity and diversity of institutional arrangements and the unique nature and distribution of forest types.

The agreement of the Bali roadmap charted a course for negotiations on a successor agreement to the Kyoto Protocol when it expires in 2012. But there remain uncertainties about the pace and eventual outcome of the negotiations. A post-2012 agreement will only be a success if it is guided by the science, which warns that developed countries must reduce emissions by 25-40 per cent by 2020 and 80-95 per cent by 2050. These figures only translate to a 50-50 chance of avoiding dangerous climate change, and the international community should aspire to even greater reductions. Most developing countries are not required to reduce emissions, but will need to commit to certain actions that will limit the growth of and eventually stabilise their emissions. The Committee believes that the targets for developed countries and commitment to actions by developing countries are the minimum that the UK and EU should accept in the negotiations. Diplomacy will be key in helping to reach agreement on the effort required. The Government will have to work closely with developing countries to explore the actions that they might be willing to commit to. The post-2012 agreement can be more flexible and creative than its predecessor in responding to the different needs of different countries. It is clear that substantial developed country financing will be required in order to shift developing countries onto a low-carbon path and also to encourage them to agree to mitigation actions.
Increasing evidence suggests that the composition and spatial configuration – the pattern – of forest landscapes affect many ecological processes, including the movement and persistence of particular species, the susceptibility and spread of disturbances such as fires or pest outbreaks, and the redistribution of matter and nutrients. Understanding these issues is key to the successful management of complex, multifunctional forest landscapes, and landscape ecology, based on a foundation of island bio-geography and meta-population dynamic theories, provides the rationale to deal with this pattern-to-process interaction at different spatial and temporal scales. This carefully edited volume represents a stimulating addition to the international literature on landscape ecology and resource management. It provides key insights into some of the applicable landscape ecological theories that underlie forest management, with a specific focus on how forest management can benefit from landscape ecology, and how landscape ecology can be advanced by tackling challenging problems in forest (landscape) management.
