We discuss regional disparities in economic performance and living standards. We first set out some key facts, and provide a conceptual framework to help analyze whether such disparities are efficient, or instead reflect market and/or policy failures. We examine whether policy attempts to reduce regional disparities necessarily involve a trade-off between equity and efficiency. We then investigate whether policymakers should focus on boosting the economic performance of lagging regions—or, conversely, accept the presence of regional disparities, and instead assist households in lagging regions through transfer payments, investments in education, health, and other basic services, and by facilitating out-migration.

Reforms spurred by accession to the European Union (EU) boosted productivity and integrated Romania into the EU economic space. Gross domestic product per capita rose from 30 percent of the EU average in 1995 to 59 percent in 2016. Today, over 70 percent of the country’s exports go to the EU, and their technological complexity is increasing rapidly. Yet, Romania remains the country in the EU with by far the largest share of poor people, with over a quarter of the population living on less than $5.50 a day. There are widening disparities in economic opportunity and poverty across regions and between urban and rural areas. Although Bucharest has already exceeded the EU average income per capita, and many secondary cities are becoming hubs of prosperity and innovation, Romania remains one of the least urbanized countries in the EU. Access to public services remains constrained for many citizens, particularly in rural areas, and there is a large infrastructure gap, which is a drag on the international competitiveness of the more dynamic areas of Romania while limiting economic opportunities in lagging and rural areas. Growth is constrained by weak commitment to policy implementation, creating a poor business environment and misallocation of resources to politically connected firms. Equal opportunities are constrained by weak local service delivery and an inability to ensure sufficient local funding due to patronage-based politics. And resilience to natural disasters and climate change is constrained by lack of coordination between central and local authorities. As argued in this report, Romania has no choice but to address these institutional challenges if it is to sustain the impressive growth performance of recent years, share prosperity among all of its citizens, and improve its resilience to natural hazards.

Region encompasses of inter-dependent urban and rural areas. The rural areas supply perishable items to urban areas and from urban areas, migrants send remittances back to their homes in rural areas. In India, where 68.85 percent of the population resided in rural area in 2011, the balanced regional development is required to achieve uniform and equitable distribution of resources. In the post-communist era it has become evident that the emerging democracies in Eastern Europe will be determined by many factors, only some of them political. Throughout the region, the Orthodox, Roman Catholic, and Greek Catholic churches have tried to impose their views on democracy through direct political engagement. Moreover, surveys show that the churches (and the army) enjoy more popular confidence than elected political bodies such as parliaments. These results reflect widespread disenchantment with a democratization process that has allowed politicians to advance their own agendas rather than work to solve the urgent socio-economic problems these countries face. In this penetrating study, Lavinia Stan and Lucian Turcescu investigate the interaction of religion and politics in one such country, Romania. Facing internal challenges and external competitions from other religions old and new, the Orthodox Church in Romania has sought to consolidate its position and ensure Romania's version of democracy recognizes its privileged position of "national Church", enforcing the Church's stances on issues such as homosexuality and abortion. The post-communist state and political elite in turn rely on the Church for compliance with educational and cultural policies and to quell the insistent demands of the Hungarian minority for autonomy. Stan and Turcescu examine the complex relationship between church and state in this new Romania, providing analysis in key areas: church collaboration with communist authorities, post-communist electoral politics, nationalism and ethno-politics, restitution of Greek Catholic property, religious education, and sexual behavior and reproduction.
