'Gender and Governance in Rural Services' provides policy-relevant knowledge on strategies to improve agricultural and rural service delivery with a focus on providing more equitable access to these services, especially for women. It focuses India, Ethiopia, and Ghana, and focuses on two public services: agricultural extension, as an example of an agricultural service, and on drinking water, as an example of rural service that is not directly related to agriculture but is of high relevance for rural women. It provides empirical microlevel evidence on how different accountability mechanisms for agricultural advisory services and drinking water provision work in practice, and analyzes factors that influence the suitability of different governance reform strategies that aim at making service provision more gender responsive. It presents major findings from the quantitative and qualitative research conducted under the project in the three countries, which are analyzed in a qualitative way to identify major patterns of accountability routes in agricultural and rural service provision and to assess their gender dimension. The book is intended for use by a wide audience interested in agricultural and rural service provision, including researchers, members of the public administration, policy makers, and staff from nongovernmental organizations (NGOs) and international development agencies who are involved in the design and management of reform efforts, projects, and programs dealing with rural service provision.
At a time when donors and governments are increasing efforts to mainstream gender in agriculture, it is critical to revisit long-standing wisdom about gender inequalities in agriculture to be able to more efficiently design and evaluate policy interventions. Many stylized facts about women in agriculture have been repeated for decades. Did nothing really change? Is some of this conventional wisdom simply maintained over time, or has it always been inaccurate? We use longitudinal data from Ghana to assess some of the facts and to evaluate whether gender patterns have changed over time. We focus on five main themes: land, cropping patterns, market participation, agricultural inputs, and employment. We add to the literature by showing new facts and evidence from more than 20 years. Results are varied and highlight the difficulty of making general statements about gender in agriculture.

The 'Gender in Agriculture Sourcebook' provides an up-to-date understanding of gender issues and a rich compilation of compelling evidence of good practices and lessons learned to guide practitioners in integrating gender dimensions into agricultural projects and programs. It is serves as a tool for: guidance; showcasing key principles in integrating gender into projects; stimulating the imagination of practitioners to apply lessons learned, experiences, and innovations to the design of future support and investment in the agriculture sector. The Sourcebook draws on a wide range of experience from World Bank, Food and Agriculture Organization (FAO), International Fund for Agricultural Development (IFAD), and other donor agencies, governments, institutions, and groups active in agricultural development. The Sourcebook looks at: access to and control of assets; access to markets, information and organization; and capacity to manage risk and vulnerability through a gender lens. There are 16 modules covering themes of cross-cutting importance for agriculture with strong gender dimensions (Policy, Public Administration and Governance; Agricultural Innovation and Education; Food Security; Markets; Rural Finance; Rural Infrastructure; Water; Land; Labor; Natural Resource Management; and Disaster and Post-Conflict Management) and specific subsectors in agriculture (Crops, Livestock, Forestry, and Fisheries). A separate module on Monitoring and Evaluation is included, responding to the need to track implementation and development impact. Each module contains three different sub-units: (1) A Module Overview gives a broad introduction to the topic and provides a summary of major development issues in the sector and rationale of looking at gender dimension; (2) Thematic Notes provide a brief and technically sound guide in gender integration in selected themes with lessons learned, guidelines, checklists, organizing principles, key questions, and key performance indicators; and (3) Innovative Activity Profiles describe the design and innovative features of recent and exciting projects and activities that have been implemented or are ongoing.
This edited volume “Food Security in Africa” is a collection of reviewed and relevant research chapters offering a comprehensive overview of recent developments in the field of food safety and availability, water issues, farming and nutrition. The book comprises single chapters authored by various researchers and edited by an expert active in the public health and food security research area. All chapters are complete in itself but united under a common research study topic. This publication aims at providing a thorough overview of the latest research efforts by international authors on Africa’s food security challenges, quality of water, small-scale farming as well as economic and social challenges that this continent is facing. Based on a broad literature review, this publication discusses rural women’s time poverty in agriculture, elaborates on its possible causes and implications and provides insight into the various types of constraints that affect the adoption of solutions for reducing work burden. This paper raises questions about the adequacy of women’s access to technologies, services and infrastructure and about the control women have over their time, given their major contributions to agriculture. It also look s into the available labour-saving technologies, practices and services that can support women to better address the demands derived from the domestic and productive spheres and improve their well-being. The reader is presented with an overview of successfully-tested technologies, services and resource management practices in the context of water, energy, information and communication. The findings elaborated in this paper feed a set of recommendations provided for policy makers and development partners. A gender-transformative approach at community and household level is suggested as a way forward to promote women’s increased control over the allocation of their time.
Using nationally representative survey data from rural Bangladesh, this paper examines the relationship between women’s empowerment in agriculture and indicators of individual dietary quality. Our findings suggest that women’s empowerment is associated with better dietary quality for individuals within the household, with varying effects across the life course. Women’s empowerment is associated with more diverse diets for children younger than five years, but empowerment measures are not consistently associated with increases in nutrient intake for this age group. Women’s empowerment is positively and significantly associated with adult men’s and women’s dietary diversity and nutrient intakes. Different empowerment domains may have different impacts on nutrition, but other characteristics, such as maternal schooling and household socioeconomic status, may play a more important role for younger children. The importance of maternal education in the dietary quality of young children, and the relatively greater importance of women’s empowerment for older children and adults, imply that policies designed to empower women and improve nutritional status should be informed by knowledge of which specific domains of women’s empowerment matter for particular nutritional outcomes at specific stages of the life course.
