Wyoming became the first American state to adopt female suffrage in 1869--a time when no country permitted women to vote. When the last Swiss canton enfranchised women in 1990, few countries barred women from the polls. Why did pro-suffrage activists in the United States and Switzerland have such varying success? Comparing suffrage campaigns in forty-eight American states and twenty-five Swiss cantons, Lee Ann Banaszak argues that movement tactics, beliefs, and values are critical in understanding why political movements succeed or fail. The Swiss suffrage movement's beliefs in consensus politics and local autonomy and their reliance on government parties for information limited their tactical choices--often in surprising ways. In comparison, the American suffrage movement, with its alliances to the abolition, temperance, and progressive movements, overcame beliefs in local autonomy and engaged in a wider array of confrontational tactics in the struggle for the vote. Drawing on interviews with sixty Swiss suffrage activists, detailed legislative histories, census materials, and original archival materials from both countries, Banaszak blends qualitative historical inquiry with informative statistical analyses of state and cantonal level data. For more than a century, from 1900 to 2006, campaigns of nonviolent resistance were more than twice as effective as their violent counterparts in achieving their stated goals. By attracting impressive support from citizens, whose activism takes the form of protests, boycotts, civil disobedience, and other forms of nonviolent noncooperation, these efforts help separate regimes from their main sources of power and produce remarkable results, even in Iran, Burma, the Philippines, and the Palestinian Territories. Combining statistical analysis with case studies of specific countries and territories, Erica Chenoweth and Maria J. Stephan detail the factors enabling such campaigns to succeed and, sometimes, causing them to fail. They find that nonviolent resistance presents fewer obstacles to moral and physical involvement and commitment, and that higher levels of participation contribute to enhanced resilience, greater opportunities for tactical innovation and civic disruption (and therefore less incentive for a regime to maintain its status quo), and shifts in loyalty among opponents' erstwhile supporters, including members of the military establishment. Chenoweth and Stephan conclude that successful nonviolent resistance ushers in more durable and internally peaceful democracies, which are less likely to regress into civil war. Presenting a rich, evidentiary argument, they originally and systematically compare violent and nonviolent outcomes in different historical periods and geographical contexts, debunking the myth that violence occurs because of structural and environmental factors and that it is necessary to achieve certain political goals. Instead, the authors discover, violent insurgency is rarely justifiable on strategic grounds.

This book investigates the origins of civil wars which emerge from failed attempts at democratization. The main aim of this volume is to develop a theoretical explanation of the conditions under which and the mechanisms through which social movements’ struggles for democracy end up in civil war. While the empirical evidence suggests that this is not a rare phenomenon, the literatures on social movements, democratization and civil wars have grown apart from each other. At the theoretical level, Social Movements and Civil War bridges insights in the three fields, looking in particular at explanations of the radicalization of social movements, the failure of democratization processes and the onset of civil war. In doing this, it builds upon the relational approach developed in contentious politics with the aim of singling out robust causal mechanisms. At the empirical level, the research provides in-depth descriptions of four cases of trajectory from social movements for democratization into civil wars: in Syria, Libya, Yemen and the former Yugoslavia. Conditions such as the double weakness of civil society and the state, the presence of entrepreneurs of violence as well as normative and material resources for violence, ethnic and tribal divisions, domestic and international military interventions are considered as influencing the chains of actors’ choices rather than as structural determinants. This volume explores the varied outcomes that self-determination movements around the world have achieved, and in particular seeks to understand what factors promote better outcomes and what factors promote worse ones. Rather than focusing on the metric of achieving independence, the project evaluates the quality of societies after independence, including such elements as economic strength and political resilience, and it analyzes what factors contribute to different outcomes. The study finds that the single most determinative factor in the success of any independence movement is frequently beyond the control of such a movement, often relating to the global and historical contexts in which the movement finds itself. However, a whole host of factors are within the control of such a movement, but movements do not always seek to act on many of them. Activists become so convinced in the justness of the independence cause that they do not focus on actions that would contribute to greater success after independence.

Why do advocacy campaigns succeed in some cases but fail in others? What conditions motivate states to accept commitments championed by principled advocacy movements? Joshua W. Busby sheds light on these core questions through an investigation of four cases - developing-country debt relief, climate change, AIDS, and the International Criminal Court - in the G-7 advanced industrialized countries (Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States). Drawing on hundreds of interviews with policy practitioners, he employs qualitative, comparative case study methods, including process-tracing and typologies, and develops a framing/gatekeepers argument, emphasizing the ways in which advocacy campaigns use rhetoric to tap into the main cultural currents in the countries where they operate. Busby argues that when values and costs potentially pull in opposing directions, values will win if domestic gatekeepers who are able to block policy change believe that the values at stake are sufficiently important.
