From an international and comparative perspective, young people’s access to the labour market is a complex issue with certain contradictory aspects reflecting the level of development of labour law and industrial relations in their respective countries. In the most advanced economies, there has been a steady increase in the age at which young people exit the educational system and enter the labour market, giving rise to significant economic and social problems. The increase in levels of educational attainment is associated in some cases with an alarming rate of unemployment among those with academic qualifications, while employers encounter considerable difficulty in recruiting workers for unskilled and semi-skilled positions. The economies of developing countries, on the other hand, are characterized by different trends, reminiscent of the early stages of modern labour law, with the large-scale exploitation of young workers and children, many of whom join the flow of migrants towards the more highly developed regions of the world, with the consequent risk of impoverishing human capital in the country of origin. The ADAPT Labour Studies Book-Series has in connection been set up with a view to achieving a better understanding of these and other issues in the field of Labour and Employment relations in a global dimension, through an interdisciplinary and comparative approach.
This book looks at the links between the formal and informal labor market in developing and transition economies, working towards an accurate understanding of labour markets and analyzing alternative policy proposals.
As developing and transition economies enter the next phase of reforms, labor market issues increasingly come to the fore. With the increased competition from globalization, the discussion is shifting to the need for greater labor market flexibility and the creation of "good" jobs. Moreover, the greater actual and perceived insecurity in labor markets has generated a new agenda on how to structure safety nets and labor market regulation. The older questions of the links between the formal and informal labor market, reappear with new dimensions and significance. More generally, it is clear that an accurate understanding of how labor market structures function is essential if we are to analyze alternative policy proposals in the wake of these concerns. Oddly enough, in spite of this great importance, there are no recent monographs that bring together rigorous studies produced by academic researchers on these various issues. This book fills that gap. Under the steely editorship of Ravi Kanbur and Jan Svejnar, the contributors flourish in their attempts to enliven these debates.
Population aging is a matter of global concern. It often occurs in tandem with changes in the health profile of the population. In Africa, many countries are already facing a high burden of communicable diseases. However, as more and more children survive childhood and move on to adult years and old age they are also more likely to experience health problems associated with the aging process. Population aging in Africa is occurring in the context of high levels of poverty, changing family structures, an immense disease burden, fragile health systems and weak or poorly managed government institutions. This book shows that aging is likely to lead to increased social and economic demands for the continent. However, most national governments in Africa have not begun to address the issue of how to respond effectively to the needs of the older population. This will require a better understanding of the socio-economic and demographic situation of the older population in Africa. This book fills the gaps that exist by exploring the social realities of population aging in Africa. It also focuses on the policy and programmatic responses, gaps and future challenges related to aging across the continent.

This book includes empirical contributions focusing on disadvantaged workers. According to the European Commission’s definition, disadvantaged workers include categories of workers with difficulties entering the labour market without assistance and hence, requiring the application of public measures aimed at improving their employment opportunities. In addition to the labour market perspective, this is also relevant in terms of social cohesion, which is one of the central objectives of the European Union and of its Member States. This work deals with the most relevant groups of disadvantaged workers, namely disabled workers, young workers, women living in depressed areas, migrants in the labour market and the long-term unemployed, and analyses the situation in the Italian, Spanish and some African labour markets. The determinants of disadvantage in the labour market are investigated, highlighting both the role of supply variables, including structural factors and the weakness on the demand side, the role of the economic crisis and the ineffectiveness of some labour policies. A complex framework emerges in which disadvantaged groups may share common problems, both in terms of integration into the labour market and in terms of working conditions, but often require group-specific policies, taking into account their intergroup heterogeneity.
The problem of high youth unemployment is a global phenomenon. According to an International Labour Office study in 2004, youth (15-24) make up nearly half (47%) of the world's unemployed, 88 million out of 186 million, even though youth are only 25% of the world's working age population. Of the world's 550 million working poor who cannot lift themselves above US $1 per day poverty measure, 150 million are youth. The ILO estimated in 2004 that halving global youth unemployment would increase global GDP by US $2.2 trillion, 4% of global GDP. These statistics lend weight to the notion that youth unemployment is a problem worthy of attention. In addition, one may argue that addressing unemployment in general would also lower poverty levels and add to GDP (World Bank 2006)--p. [1]
Increasingly high unemployment has brought with it a multitude of consequences affecting those without jobs and, beyond them, their families, friends and communities. This book reports findings from original research. It explores, often in the words of the unemployed and others involved, what life without a job is like. It challenges many widely held beliefs about the unemployed - that they are workshy, price themselves out of jobs or earn money illegally on the side - and explores where such misconceptions come from. It reveals the inherent contradictions involved in trying to search for work whilst coping with the experience of unemployment.
