A growing literature demonstrates the role of private schools in narrowing the housing premium associated with high-quality public schools under a community-based public education system. However, there is little evidence on how policy shocks that limit access to private schools affect this premium. By using more than 20,000 observations of house transaction data for 608 communities from 2017 to 2021, I examine the impact of one policy limiting private schools' autonomy in enrolling students on the property value gap between high-quality public school communities and low-quality public school communities in Chengdu, China. From a two-way fixed effects model, my findings reveal that when private schools lose the right to select students, the property value gap between the two types of communities increases significantly. This result is also confirmed by a border-discontinuity specification that limits my identifying variation to the school district level, a geographically small area where all communities likely share the same economic shocks. My conclusion implies that the policy restricting access to private schools will affect the property value gap between high-quality public school communities and low-quality public school communities.
