This study was designed to identify the key elements of wellhead protection programs (WHPP), the costs to develop and implement, to compile a list of benefits and to develop a generic method to measure those benefits. Utilizing the sparse literature and 9 cases studies, successful WHPP are discussed in relation to the USEPA 1986 SDWA amendments.
