Community-managed forests can secure greater sustainability of forests and more equitable livelihood outcomes for stakeholders than centralized forest management. However, there remains an inadequate understanding of whether environmental and socioeconomic outcomes are synergistic or trade-offs, and how they vary in relation to biophysical, institutional, and socioeconomic characteristics. This systematic review will collate the collective experiences of multiple decades of research on community-managed forests around a common set of comparable indicators, identifying the characteristics associated with improved outcomes globally as well as regionally.
Key messagesMulti-stakeholder forums (MSFs) are increasingly seen as essential for collaboration -- across different levels of government and among multiple constituencies-- due to the growing urgency to address climate change and transform development trajectories.A review of the scholarly literature reveals that more equitable and resilient MSFs require a shift in emphasis away from how to design projects toward designing engagement in a way that addresses a specific situation or context.Designing for engagement combines top-down with bottom-up approaches, starting with a period of research and meetings at upper levels to understand the potential challenges that local project implementers face within the broader context they are encountering.This process is engaged, committed and adaptive, supporting a spirit of co-learning among all actors, building mutual respect and trust over time.This approach has the best chance of resilience in the face of change or challenge, and of leading to equitable outcomes -- and is not fostered by the increasingly short-term nature of donor funding and the emphasis on simple quantitative impact indicators.
REDD+ is one of the leading near-term options for global climate change mitigation. More than 300 subnational REDD+ initiatives have been launched across the tropics, responding to both the call for demonstration activities in the Bali Action Plan and the market for voluntary carbon offset credits.
Migration is not new. In recent decades however, human mobility has increased in numbers and scope and has helped fuel a global shift in the human population from predominantly rural to urban. Migration overall is a livelihood, investment and resilience strategy. It is affected by changes across multiple sectors and at varying scales and is affected by macro policies, transnational networks, regional conditions, local demands, political and social relations, household options and individual desires. Such enhanced mobility, changes in populations and communities in both sending and receiving areas, and the remittances that mobility generates, are key elements of current transitions that have both direct and indirect consequences for forests. Because migration processes engage with rural populations and spaces in the tropics, they inevitably affect forest resources through changes in use and management. Yet links between forests and migration have been overlooked too often in the literature on migration as well as in discussions about forest-based livelihoods. With a focus on landscapes that include tropical forests, this paper explores trends and diversities in the ways in which migration, urbanization and personal remittances affect rural livelihoods and forests.

This powerful new book from leading experts provides an in-depth account of how trends towards increased local governance are shifting control over natural resource management from the state to local societies, and the implications of this control for social justice and the environment. The book is based on ten years of work by a team of researchers in Malinau, Indonesian Borneo, one of the world's richest forest areas. This study explores policies, incentives and options for the rural poor who depend on the miombo woodlands of Southern Africa. Because of the important role of forests as social safety nets, planners must keep in mind the cost of deforestation and degradation to rural populations.
This report assesses the experiences of forest rehabilitation in Vietnam and draws strategic lessons from these experiences to guide new forest rehabilitation projects. The report highlights lessons from Vietnam's experiences that will be helpful beyond the country border. This report has the following structure: the remainder of chpater one provides the conceptual clarification and theoritical underpinnings for the study and introduces the methodology. Chapter two provides background information and context for the outcomes of forest rehabilitation in Vietnam, including basic information on Vietnam, its forest cover, forestry sector and policies that are relevant to forestry and forest rehabilitation. Chapter three gives an overview of forest rehabilitation in Vietnam from its inception in the 1950s until today, as the country carries out its latest nationwide forest rehabilitation effort, the 5 million hectares reforestation project. Chapter four analyses in detail forest rehabilitation project that were analysed in the field study carried out as part of this study. Chapter five draws lessons from the report.
REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require  exibility and a phased approach to REDD+ implementation.
