In The Politics of the Welfare State in Turkey, author Erdem Yörük provides a politics-based explanation for the post-1980 transformation of the Turkish welfare system, in which poor relief policies have replaced employment-based social security. This book is one of the results of Yörük’s European Research Council-funded project, which compares the political dynamics in several emerging markets in order to develop a new political theory of welfare in the global south. As such, this book is an ambitious analytical and empirical contribution to understanding the causes of a sweeping shift in the nature of state welfare provision in Turkey during the recent decades—part of a global trend that extends far beyond Turkey. Most scholarship about Turkey and similar countries has explained this shift toward poor relief as a response to demographic and structural changes including aging populations, the decline in the economic weight of industry, and the informalization of labor, while ignoring the effect of grassroots politics. In order to overcome these theoretical shortages in the literature, the book revisits concepts of political containment and political mobilization from the earlier literature on the mid-twentieth-century welfare state development and incorporates the effects of grassroots politics in order to understand the recent welfare system shift as it materialized in Turkey, where a new matrix of political dynamics has produced new large-scale social assistance programs.
For decades, the primary argument in justifying education has been based on its direct economic effects. Yet education also provides "social benefits" for individuals and society at large, including a better way of taking care of ourselves, and consequently creating a better society to live in. Though it is difficult to quantify these social benefits, a more systematic analysis would improve our understanding of the full effects of education and provide a basis for considering related policies. The Office of Research of the United States Department of Education commissioned a series of papers on measuring these effects of education. Those papers, revised and updated, are collected here. Kenneth J. Arrow provides perspective on education and preference formation, and Jere R. Behrman considers general conceptual and measurement issues in assessing the social benefits of education and policies related to education. These issues are taken up by experts in four fields--health, parenting, the environment, and crime. Themes addressed include measurement issues regarding what we mean by education and its benefits; basic analytical issues in assessing the impact of education on these social benefits using behavioral data; and whether the social benefits of education justify public policy interventions. This fully updated edition of Infectious Disease Surveillance is for frontline public health practitioners, epidemiologists, and clinical microbiologists who are engaged in communicable disease control. It is also a foundational text for trainees in public health, applied epidemiology, postgraduate medicine and nursing programs. The second edition portrays both the conceptual framework and practical aspects of infectious disease surveillance. It is a comprehensive resource designed to improve the tracking of infectious diseases and to serve as a starting point in the development of new surveillance systems. Infectious Disease Surveillance includes over 45 chapters from over 100 contributors, and topics organized into six sections based on major themes. Section One highlights the critical role surveillance plays in public health and it provides an overview of the current International Health Regulations (2005) in addition to successes and challenges in infectious disease eradication. Section Two describes surveillance systems based on logical program areas such as foodborne illnesses, vector-borne diseases, sexually transmitted diseases, viral hepatitis healthcare and transplantation associated infections. Attention is devoted to programs for monitoring unexplained deaths, agents of bioterrorism, mass gatherings, and disease associated with international travel. Sections Three and Four explore the uses of the Internet and wireless technologies to advance infectious disease surveillance in various settings with emphasis on best practices based on deployed systems. They also address molecular laboratory methods, and statistical and geospatial analysis, and evaluation of systems for early epidemic detection. In 1997 Eugenics and the Welfare State caused an uproar with international repercussions. This edition contains a new introduction by Broberg and Roll-Hansen, addressing events that occurred following the original publication. The four essays in this book stand as a chilling indictment of mass sterilization practices, not only in Scandinavia but in other European countries and the United States--eugenics practices that remained largely hidden from the public view until recently. Eugenics and the Welfare State also provides an in-depth, critical examination of the history, politics, science, and economics that led to mass sterilization programs in Norway, Sweden, Denmark, and Finland; programs put in place for the "betterment of society" and based largely on the "junk science" of eugenics that was popular before the rise of Nazism in Germany. When the results of Broberg's and Roll-Hansen's book were widely publicized in August 1997, the London Observer reported, "Yesterday Margot Wallstrom, the Swedish Minister for Social Policy, issued a belated reaction to the revelations. She said: 'What went on is barbaric and a national disgrace.' She pledged to create a law ensuring that involuntary sterilisation would never again be used in Sweden, and promised compensation to victims." Ultimately, the Swedish government not only apologized to the many thousands who had been sterilized without their knowledge or against their will, but also put in place a program for the payment of reparations to these unfortunate victims.
It's hard to imagine discussing welfare policy without discussing race, yet all too often this uncomfortable factor is avoided or simply ignored. Sometimes the relationship between welfare and race is treated as so self-evident as to need no further attention; equally often, race in the context of welfare is glossed over, lest it raise hard questions about racism in American society as a whole. Either way, ducking the issue misrepresents the facts and misleads the public and policy-makers alike. Many scholars have addressed specific aspects of this subject, but until now there has been no single integrated overview. Race and the Politics of Welfare Reform is designed to fill this need and provide a forum for a range of voices and perspectives that reaffirm the key role race has played--and continues to play--in our approach to poverty. The essays collected here offer a systematic, step-by-step approach to the issue. Part 1 traces the evolution of welfare from the 1930s to the sweeping Clinton-era reforms, providing a historical context within which to consider today's attitudes and strategies. Part 2 looks at media representation and public perception, observing, for instance, that although blacks accounted for only about one-third of America's poor from 1967 to 1992, they featured in nearly two-thirds of news stories on poverty, a bias inevitably reflected in public attitudes. Part 3 discusses public discourse, asking questions like "Whose voices get heard and why?" and "What does 'race' mean to different constituencies?" For although "old-fashioned" racism has been replaced by euphemism, many of the same underlying prejudices still drive welfare debates--and indeed are all the more pernicious for being unspoken. Part 4 examines policy choices and implementation, showing how even the best-intentioned reform often simply displaces institutional inequities to the individual level--bias exercised case by case but no less discriminatory in effect.
