This book seeks to analyse the development of the European Union (EU), which was founded upon the principle of the free movement of capital, goods, services and people in 1957. Its central thesis is that, from a practical and theoretical point of view, such a basis is fundamentally at odds with the creation of an interventionist regime that the construction of a social Europe would require. The authors argue convincingly that - economically: the EU does not currently possess the budget or the economic tools to pursue such a strategy; politically: close to none of the institutions of the EU have backed such a policy; practically: conservative and neo-liberal forces (among member states and the institutions of the EU) have repeatedly thwarted any moves in this direction. In reality, the Single Internal Market, Economic and Monetary Union, enlargement, the Lisbon Agenda and European Constitution projects all prioritise supply-side measures and expanding the scope of the market rather than the boosting of demand and other economic intervention. Consequently, constructing a social Europe in the face of this would appear problematic. Hence, in both theory and practice, the idea that there can be a social Europe vis-à-vis neoliberalisation is a contradiction in terms. Why do some governments try to limit immigrants' access to social benefits and entitlements while others do not? One of the fundamental challenges facing modern welfare states is the question of work-family reconciliation. An increasing share of mothers work, but many European welfare states do not adequately support the dual-earner model, especially in southern Europe. After 2005, German policy-makers transformed the nature of Germany’s family policy regime through a number of legislative measures, whilst Italy, a country with many similarities, witnessed little change. Using a multi-methods approach, this book addresses the puzzle of why Germany was able to implement far-reaching reforms in this policy area after a long impasse and Italy was not. As such, it delivers a broad, systematic account of these reforms and sheds light on why similar reforms were not also adopted in other similar welfare states at the same time. More generally, it contributes to understanding the determinants of welfare policy change in modern European welfare states. Evelyne Huber and John D. Stephens offer the most systematic examination to date of the origins, character, effects, and prospects of generous welfare states in advanced industrial democracies in the post—World War II era. They demonstrate that prolonged government by different parties results in markedly different welfare states, with strong differences in levels of poverty and inequality. Combining quantitative studies with historical qualitative research, the authors look closely at nine countries that achieved high degrees of social protection through different types of welfare regimes: social democratic states, Christian democratic states, and "wage earner" states. In their analysis, the authors emphasize the distribution of influence between political parties and labor movements, and also focus on the underestimated importance of gender as a basis for mobilization. Social Protection, Capitalist Production provides a thorough analysis of the genealogy and the functional logic of German capitalism over the last 130 years. It addresses several puzzles of the existing literature, in particular how economic coordination proved possible and remained stable in a (big) country without prominent traits of neo-corporatism, without long government participation of social democratic parties, without centralized wage bargaining, without active economic steering by the government, under a 'monetarist' regime, and under an allegedly liberal, namely 'ordoliberal' economic policy. The central claim of the book is that the functional equivalent was a 'conservative-continental' welfare state which provided labour and capital with the organizational resources and the infrastructure to establish and maintain long-term economic coordination. A better understanding of the German case, which can be seen as prototypical for other continental political economies as well, thus provides us also with a much better understanding of the different variants of coordinated market economies in Northern, Continental, and Southern Europe, i.e. it provides us with a more profound Comparative Political Economy-framework. This has important implications for contemporary debates on Germany's role within international trade, and especially on her role within Europe and especially within the Euro-zone and its crisis.
