Once forced upon society, the Chip allowed a small number of people to control how most civilians live their lives through a Social Credit System tied to who they associate with, what they eat, what they watch, through the Chip's data collection. But some in society do not bend to the will of the Government, VitaCorp, or the numerous entities and institutions they control. These people are referred to as "Scabbers", as they are often covered with scars from removing their Chips. Many Scabbers try to live a free a life as possible, but once arrested for even the most minor of infractions they are Rechipped. And if they are not already assigned one, they will be tied to an Agent of The Bureau of Safety and Prevention. These Agents are part Guidance Counselor, part Parole Officer. This all occured because people always said it could never happen here. But it already did.
