The IWA Performance Indicator System for water services is now recognized as a worldwide reference. This book aims to raise awareness of how the International Benchmarking Network of Water and Sanitation Utilities (IBNET)can help utilities identify ways to improve urban water and wastewater services. It provides an introduction to benchmarking and to the objectives, scope and focus of IBNET and describes some of its recent achievements. The methodology and data behind IBNET are elaborated, and an overview of IBNET results and country data are presented.
The Manual of Best Practice Performance Indicators for Wastewater Services provides guidelines for the establishment of a management tool for wastewater utilities based on the use of performance indicators. The publication comprises the text and a CD-ROM with the SIGMA Lite WW software, developed by Instituto Tecnologico del Agua (ITA), Valencia Polytechnic University, Spain. Well-run water utilities play an important role in ending poverty and boosting shared prosperity. Consumers need reliable access to high quality and affordable water and sanitation services. To deliver these basic services efficiently and effectively requires high-performing utilities that are able to respond to urban growth, to connect with the poor, and to improve wastewater disposal practices. The International Benchmarking Network for Water and Sanitation Utilities of the World Bank's Water and Sanitation Program (IBNET) has been involved in water sector monitoring since 1997. IBNET works to improve utility performance through enhanced sharing of critical knowledge and expertise, to expand access to comparative data among utilities globally, and to promote best practice among water supply and sanitation providers. By delivering access to technical and financial information on utility performance, IBNET enables key stakeholders to do their jobs better: utility managers and employees can identify areas for improvement; governments can monitor and adjust sector policies and programs; regulators can ensure that customers get value; investors can identify viable markets and opportunities for creating value; and customer groups and NGOs can exercise 'voice' in an informed way. The IBNET Water Supply and Sanitation Blue Book 2014 summarizes the water sector status from 2006 to 2011. Since 2006, municipal water performance has improved despite accelerated urbanization and the impacts of triple crises (food, fuel, and financial). Overall coverage has increased and piped water and wastewater services became accessible to more people. An increasing number of utilities now actively handle the water billing, collection, and water management through metering. IBNET tools, such as data collection instruments and protocols, the IBNET database, and the IBNET tariff database, enable enhanced sharing of information on close to 4,500 utilities from more than 130 countries and territories.
Today there is increasing pressure on the water infrastructure and although unsustainable water extraction and wastewater handling can continue for a while, at some point water needs to be managed in a way that is sustainable in the long-term. We need to handle water utilities “smarter”. New and effective tools and technologies are becoming available at an affordable cost and these technologies are steadily changing water infrastructure options. The quality and robustness of sensors are increasing rapidly and their reliability makes the automatic handling of critical processes viable. Online and real-time control means safer and more effective operation. The combination of better sensors and new water treatment technologies is a strong enabler for decentralised and diversified water treatment. Plants can be run with a minimum of personnel attendance. This book covers recent advances in efficiency evaluations, most notably Data Envelopment Analysis (DEA) and Stochastic Frontier Analysis (SFA) methods. It introduces the underlying theories, shows how to make the relevant calculations and discusses applications. The aim is to make the reader aware of the pros and cons of the different methods and to show how to use these methods in both standard and non-standard cases. Several software packages have been developed to solve some of the most common DEA and SFA models. This book relies on R, a free, open source software environment for statistical computing and graphics. This enables the reader to solve not only standard problems, but also many other problem variants. Using R, one can focus on understanding the context and developing a good model. One is not restricted to predefined model variants and to a one-size-fits-all approach. To facilitate the use of R, the authors have developed an R package called Benchmarking, which implements the main methods within both DEA and SFA. The book uses mathematical formulations of models and assumptions, but it de-emphasizes the formal proofs - in part by placing them in appendices -- or by referring to the original sources. Moreover, the book emphasizes the usage of the theories and the interpretations of the mathematical formulations. It includes a series of small examples, graphical illustrations, simple extensions and questions to think about. Also, it combines the formal models with less formal economic and organizational thinking. Last but not least it discusses some larger applications with significant practical impacts, including the design of benchmarking-based regulations of energy companies in different European countries, and the development of merger control programs for competition authorities.
