This book is the first comprehensive effort to bring together Water, Food Security and Nutrition (FSN) in a way that goes beyond the traditional focus on irrigated agriculture. Apart from looking at the role of water and sanitation for human well-being, it proposes alternative and more locally appropriate ways to address complex water management and governance challenges from the local to global levels against a backdrop of growing uncertainties. The authors challenge mainstream supply-oriented and neo-Malthusian visions that argue for the need to increase the land area under irrigation in order to feed the world’s growing population. Instead, they argue for a reframing of the debate concerning production processes, waste, food consumption and dietary patterns whilst proposing alternative strategies to improve water and land productivity, putting the interests of marginalized and disenfranchized groups upfront. The book highlights how accessing water for FSN can be challenging for small-holders, vulnerable and marginalized women and men, and how water allocation systems and reform processes can negatively affect local people’s informal rights. The book argues for the need to improve policy coherence across water, land and food and is original in making a case for strengthening the relationship between the human rights to water and food, especially for marginalized women and men. Secure supplies of water, food and energy are essential to human dignity and well-being around the globe. Their vitality is dependent on healthy ecosystems supporting thriving biodiversity. All four elements are inter-related in that actions to govern one will automatically affect the others -- known as the Nexus. Global demand for the first three elements is increasing due to population growth and rising per capital incomes in developing countries, with steadily worsening results for the fourth. The Nexus elements are also subject to increasing pressures from climate disruption in the form of more frequent and severe flooding, droughts, storms, pest outbreaks, and extreme heat. Nature's capacity to moderate these impacts is also being eroded by rapid, widespread land use development and associated pollution. The combination of increasing demand, decreasing supplies, and rapidly changing hydro-climatic conditions at all points of the Nexus requires transformative policy responses that encompass economy, equity, social justice, fairness, and the environment. The Climate Nexus outlines these challenges and offers a pathway to resolving them.
Increasing understanding of the role that secure water resources tenure plays in ensuring sustainable livelihoods, just resource governance, environmental protection, and sustainable economic development has led FAO to re-kindle the debate that had begun in 2012, when the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT) were adopted by FAO, and that had culminated in 2016 with the publication of the FAO seminal study “Exploring the concept of water tenure”. Picking up from where that FAO publication had left off, an Expert Roundtable on Water Tenure was convened by FAO in Rome, in December 2019, to begin the process of developing a common conceptualization of water tenure and its scope within the broader context of water resources and tenure governance. Strengthening the position of individuals and communities within the political economy of water resources governance, particularly for the rural poor whose livelihoods and food security depend on secure and equitable access to - water and land - was central to the debates. This report includes the Policy Brief and the Expert Roundtable Summary that explored the bundle of water-related rights approach to un-packing the concept and the practical ramifications of water tenure. This report is based on recent research and analysis that have helped to identify the core elements of water tenure based on data demonstrating how water tenure systems are legally recognized at the national level and how they function across diverse countries.

Despite the global endorsement of the Sustainable Development Goals, environmental justice struggles are growing all over the world. These struggles are not isolated injustices, but symptoms of interlocking forms of oppression that privilege the few while inflicting misery on the many and threatening ecological collapse. This handbook offers critical perspectives on the multi-dimensional, intersectional nature of environmental injustice and the cross-cutting forms of oppression that unite and divide these struggles, including gender, race, poverty, and indigeneity. Food, water and society: what is managed by whom, and with what impacts? Our food supply chains are at risk. Water resources--sometimes scarce, often damaged, and always under-valued--are among the major reasons why food and water security rank high every year in the World Economic Forum's major global risk analysis. A stable and sustainable food system is critical to society's survival. This Handbook shows that keeping the food system stable comes at the expense of the environment, especially of water resources and those who consume and manage them. The way the food system operates reflects hard political realities. Rather than pay for the environmental costs of sustainable production, society expects food at ever lower prices. Governments reflect their electorates in this regard. Given that farm production may account for as little as 10% of the food value chain in wealthy economies, it is striking that governments have been unwilling (or unable) to put in place the essential laws and accountability that would enable famers to ensure both production and stewardship. Corporate food traders, food manufacturers, and retailers on the other hand operate in markets that make profits and pay taxes. But these corporations are not contractually bound to utilize highly nutritious, sustainably produced food commodities. The articles in this Oxford Handbook have been written by water and food system scientists and professionals, including farmers, rarely heard voices who understand the problems of food producers, food manufacturers, and regulating markets and public policy. The articles address the blind spots of society and its public policymakers, demonstrating the importance of informing society about the consequences of its food preferences and the heroic challenges it is beginning to face. The damage we are doing to our water and soil ecosystems is as important as the damage we do to the atmosphere. Impressed by the technical and organizational advances of the past two centuries, the contributors featured in this book also take note of where economic inefficiencies and cultural deadlock in a 4,000 year old system are putting our critical food supply chains at risk.
Increasingly the Middle East and its growing population face a highly complex and fragile security system. The rich deposits of natural resources, such as oil and gas, suffer from a strained renewable resource base that includes water and arable land. This leads to water scarcity, desertification, and land degradation. Increasing population, industrialization, and urbanization put more and more demand on the food supply. Energy insecurity may not be generally associated with the Middle East, but the countries in the eastern Mediterranean part have been traditionally vulnerable to it as their fossil fuel endowments have been low. Another issue is the large-scale temporary labor migration and the large number of forced migrants, refugees, and internally displaced persons. The book analyzes these emerging security challenges in a comprehensive and systematic manner. It draws national and regional security issues into both the global security and human security perspectives.
