The new 2030 Agenda for Sustainable Development includes water, sanitation, and hygiene (WASH) at its core. A dedicated Sustainable Development Goal (SDG 6) declares a commitment to "ensure availability and sustainable management of water and sanitation for all." Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period. In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions. Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals.
This book aims to raise awareness of how the International Benchmarking Network of Water and Sanitation Utilities (IBNET)can help utilities identify ways to improve urban water and wastewater services. It provides an introduction to benchmarking and to the objectives, scope and focus of IBNET and describes some of its recent achievements. The methodology and data behind IBNET are elaborated, and an overview of IBNET results and country data are presented.
This analysis of the human rights to safe drinking water and sanitation (HRtWS) uncovers why some groups around the world are still excluded from these rights. Léo Heller, former United Nations Special Rapporteur on the human rights to water and sanitation, draws on his own research in nine countries and reviews the theoretical, legal, and political issues involved. The first part presents the origins of the HRtWS, their legal and normative meanings and the debates surrounding them. Part II discusses the drivers, mainly external to the water and sanitation sector, that shape public policies and explain why individuals and groups are included in or excluded from access to services. In Part III, public policies guided by the realization of HRtWS are addressed. Part IV highlights populations and spheres of living that have been particularly neglected in efforts to promote access to services.
Investments in water and sanitation are a prerequisite to deliver on the Sustainable Development Goals (SDGs), in particular on SDG 6 ensuring availability and sustainable management of water and sanitation for all. Blended finance can play an important role in strategically investing development finance to mobilise additional commercial finance needed to fill the current investment gaps. Thus far, however, blended finance has not reached scale in the water and sanitation sector. A greater evidence base is needed to better understand the current applications as well as the potential of blended models in the water and sanitation sector. This publication takes a commercial investment perspective and provides insights into three subsectors: (1) water and sanitation utilities, (2) small-scale off-grid sanitation and (3) multi-purpose water infrastructure and landscape-based approaches. The publication draws out recommendations for policy makers and practitioners to apply and scale innovative blended finance approaches where most appropriate.
The main focus of the book is on facilities for families in rural and peri-urban areas of low- and middle-income countries, but many of the approaches and solutions may also be applied in institutional settings, such as schools and hospitals and in emergency situations.
Access to adequate water, sanitation and hygiene (WASH) embodies a fun- damental human right recognized by the United Nations General Assembly. Technology often plays an important role by providing resource-efficient solutions to some of the challenges associated with WASH. This edition of the Global Challenges in Focus series explores the water supply aspect of WASH and highlights the role of technological innovation in relation to managing limited freshwater resources in situations of scarcity and/or threats to the quality of the water supply.
There is growing acceptance that the progress delivered under the Millennium Development Goal target for drinking water and sanitation has been inequitable. As a result, the progressive reduction of inequalities is now an explicit focus of the Sustainable Development Goal (SDG) targets, adopted in 2015, for universal access to drinking water, sanitation and hygiene (WASH). This shift in focus has implications for the way in which the next generation of WASH policies and programmes will be conceived, designed, financed and monitored. This book provides an authoritative textbook for students, as well as a point of reference for policy-makers and practitioners interested in reducing inequalities in access to WASH services. Four key areas are addressed: background to the human right to water and development goals; dimensions of inequality; case studies in delivering water and sanitation equitably; and monitoring progress in reducing inequality.
Based on the work of the WASHCost project run by the IRC International Water and Sanitation Centre (IRC), this book provides an evaluation of the water, sanitation and hygiene (WASH) sectors in the context of developing countries and is the first systematic study of applying the life-cycle cost approach to assessing allocations. It presents unit cost estimates of the WASH sector across geographic locations and technologies, including rural and peri-urban areas, and these are compared with service levels. It analyses detailed data from more than 5000 households across nine agro-climatic zones in Andhra Pradesh State in India. Key issues assessed include poverty analysis of service levels, cost drivers and factors at the village and household level, and governance aspects such as transparency, accountability and value for money in relation to unit costs and service levels. This is the most comprehensive study of the WASH sector in India and elsewhere that utilises the life-cycle cost approach, along with GIS, econometric modelling and qualitative research methods. Not only does it contribute to research and methodology in this area, but the analysis also provides valuable insights for planners, policy makers and bi-lateral donors. The authors show how the methodology can also be applied in other developing country contexts.
Well-run water utilities play an important role in ending poverty and boosting shared prosperity. Consumers need reliable access to high quality and affordable water and sanitation services. To deliver these basic services efficiently and effectively requires high-performing utilities that are able to respond to urban growth, to connect with the poor, and to improve wastewater disposal practices. The International Benchmarking Network for Water and Sanitation Utilities of the World Bank's Water and Sanitation Program (IBNET) has been involved in water sector monitoring since 1997. IBNET works to improve utility performance through enhanced sharing of critical knowledge and expertise, to expand access to comparative data among utilities globally, and to promote best practice among water supply and sanitation providers. By delivering access to technical and financial information on utility performance, IBNET enables key stakeholders to do their jobs better: utility managers and employees can identify areas for improvement; governments can monitor and adjust sector policies and programs; regulators can ensure that customers get value; investors can identify viable markets and opportunities for creating value; and customer groups and NGOs can exercise 'voice' in an informed way. The IBNET Water Supply and Sanitation Blue Book 2014 summarizes the water sector status from 2006 to 2011. Since 2006, municipal water performance has improved despite accelerated urbanization and the impacts of triple crises (food, fuel, and financial). Overall coverage has increased and piped water and wastewater services became accessible to more people. An increasing number of utilities now actively handle the water billing, collection, and water management through metering. IBNET tools, such as data collection instruments and protocols, the IBNET database, and the IBNET tariff database, enable enhanced sharing of information on close to 4,500 utilities from more than 130 countries and territories.
By 2025, two thirds of the world’s population will be living in water stressed conditions. Meanwhile, the degradation of water ecosystems is occurring at alarming rates. Water utilities and water regulators that choose to play an active role in catchment management with nature based solutions (NBS) are uniquely positioned to help. Building a robust knowledge base and supporting opportunities for cross-sector collaboration are fundamental to the mainstreaming of NBS. The International Water Association (IWA) and The Nature Conservancy (TNC) are working together to encourage and facilitate active utility involvement in NBS, as well as promoting stronger connections between water utilities and regulatory bodies. Implementation of NBS involves multiple, interdependent stakeholders at various governance levels, and consequently regulators a key role in creating the enabling environments for these interactions and negotiations. This publication taps into diverse geographies and contexts, delving into case studies for a richer conversation that addresses the variety of challenges and elements for success for integrating NBS into water utility operations and planning. By publicizing successful case studies, the IWA/TNC partnership fulfils a dual purpose of endorsing these efforts and providing actionable guidance for other water utilities striving to improve their sustainability and resiliency.
