In Wars and Capital, Éric Alliez and Maurizio Lazzarato propose a counter-history of capitalism to recover the reality of the wars that are inflicted on us and denied to us. We experience not the ideal war of philosophers, but wars of class, race, sex, and gender; wars of civilization and the environment; wars of subjectivity that are raging within populations and that constitute the secret motor of liberal governmentality. By naming the enemy (refugees, migrants, Muslims), the new fascisms establish their hegemony on the processes of political subjectivation by reducing them to racist, sexist, and xenophobic slogans, fanning the flames of war among the poor and maintaining the total war philosophy of neoliberalism. Because war and fascism are the repressed elements of post-'68 thought, Alliez and Lazzarato not only read the history of capital through war but also read war itself through the strange revolution of '68, which made possible the passage from war in the singular to a plurality of wars—and from wars to the construction of new war machines against contemporary financialization. It is a question of pushing “'68 thought” beyond its own limits and redirecting it towards a new pragmatics of struggle linked to the continuous war of capital. It is especially important for us to prepare ourselves for the battles we will have to fight if we do not want to be always defeated.
Economic cycles are driven by financial flows, namely quantities of savings and credits, and not by high street inflation or interest rates. Their sweeping destructive powers are expressed through Global Liquidity, a $130 trillion pool of footloose cash. Global Liquidity describes the gross flows of credit and international capital feeding through the world’s banking systems and wholesale money markets. The huge jump in the volume of international financial markets since the mid-1980s has been boosted by deregulation, innovation and easy money, with financial globalisation now surpassing the peaks of integration reached before the First World War. Global Liquidity drives these markets: it is often determinant, frequently disruptive and always fast-moving. Barely one fifth of Wall Street’s huge gains over recent decades have come from earnings: rising liquidity and investors’ appetite for riskier financial assets have propelled stock prices higher. Similar experiences are shared worldwide and even in emerging markets, such as India, flat earnings have not deterred waves of foreign money and domestic mutual funds from driving-up stock prices. Now with central banks actively pursuing quantitative easing policies, industrial corporations flush with cash and rising wealth levels among emerging market investors, the liquidity theory of investment has never been more important. International spill-overs of these rapacious cross-border flows sets off capital wars and exposes the unattractive face of liquidity called ‘risk.’ As the world grows bigger, it becomes ever more volatile. From the early 1960s onwards, the world economy and its financial markets have suffered from three broad types of shocks – labour costs, oil and commodities, and global liquidity. Financial markets spin on fragile axes and the absence of liquidity often provides a warning of upcoming troubles. Global Liquidity is a much-discussed, but narrowly-researched and vaguely-defined topic. Capitalism in Chaos explores an often-overlooked consequence and paradox of the First World War—the prosperity of business elites and bankers in service of the war effort during the destruction of capital and wealth by belligerent armies. This study of business life amid war and massive geopolitical changes follows industrialists and policymakers in Central Europe as the region became crucially important for German and subsequently French plans of economic and geopolitical expansion in the late nineteenth and early twentieth centuries. Based on extensive research in sixteen archives, five languages, and four states, Máté Rigó demonstrates that wartime destruction and the birth of "war millionaires" were two sides of the same coin. Despite the recent centenaries of the Great War and the Versailles peace treaties, knowledge of the overall impact of war and border changes on business life remains sporadic, based on scant statistics and misleading national foci. Consequently, most histories remain wedded to the viewpoint of national governments and commercial connections across national borders. Capitalism in Chaos changes the static historical perspective by presenting Europe's East as the economic engine of the continent. Based on extensive research conducted in Colombia since 2009, this book addresses the connection between land grabbing and agrarian capitalism, as well as the unfulfilled promises of peace and justice. While land remains a key resource at the core of many contemporary civil wars, the impact of high-intensity armed violence on the formation of agrarian capitalism is seldom discussed. Drawing on nearly 200 interviews, archival research, and geographical data, this book examines land grabbing and the role of violence in capital with a particular focus on one key actor in the Colombian civil war: paramilitary militias. This book demonstrates how the intricate ties between armed conflict and economy formation are obscured by the widespread belief that violence is a radical form of action, breaking with the normal course of society and disconnected from the legal economy. Under this view, dispossession is perceived as diametrically opposed to capitalist accumulation. This belief is enormously influential in precisely those bureaucratic agencies that are in charge of peacebuilding, both domestically and internationally. However, this narrow view of the relationship between armed violence and capitalism belies the close ties between plunder and lawful profit, and obscures the continuity between violent dispossession and the free market. By the same token, it legitimizes post-war inequality in the name of capitalist development. The book concludes by arguing that the promotion of radical democracy in the government of land and rural development emerges as the only reasonable path for pacifying a violent polity.
