A selection of essays on symbola, as the tokens of Classical Athens were called, bringing together scholars of various disciplines and professional categories (numismatists, historians, museum curators) that intends to reshape our knowledge on the roles these objects played in the Athenian Democracy. This is a series of case studies which aspires to test old theories and probe new assumptions. The first section explores the extent to which our knowledge has evolved since symbola were first distinguished from coins. Four essays demonstrate how tokens, as material manifestations of particular institutions, contributed to the formation of civic and political identity in the city-state of Athens and the roles they played in ensuring legal and political equality. The second section of the volume on new finds aims to develop expertise in studying tokens and increase relevant knowledge. Finally, a third section contains comparative studies from Sicily, Jerusalem and Ephesos, aiming to adopt a comparative methodology for a better understanding of the characteristics and roles of tokens from across the ancient Mediterranean. In his On the Glory of Athens, Plutarch complained that the Athenian people spent more on the production of dramatic festivals and “the misfortunes of Medeas and Electras than they did on maintaining their empire and fighting for their liberty against the Persians.” This view of the Athenians’ misplaced priorities became orthodoxy with the publication of August Böckh’s 1817 book Die Staatshaushaltung der Athener [The Public Economy of Athens], which criticized the classical Athenian dēmos for spending more on festivals than on wars and for levying unjust taxes to pay for their bloated government. But were the Athenians’ priorities really as misplaced as ancient and modern historians believed? Drawing on lines of evidence not available in Böckh’s time, Public Spending and Democracy in Classical Athens calculates the real costs of religion, politics, and war to settle the long-standing debate about what the ancient Athenians valued most highly. David M. Pritchard explains that, in Athenian democracy, voters had full control over public spending. When they voted for a bill, they always knew its cost and how much they normally spent on such bills. Therefore, the sums they chose to spend on festivals, politics, and the armed forces reflected the order of the priorities that they had set for their state. By calculating these sums, Pritchard convincingly demonstrates that it was not religion or politics but war that was the overriding priority of the Athenian people.

In parallel to the development of democracy, the Athenians of the Classical period established a series of sophisticated economic institutions for the time through which they developed a maritime and commercially oriented economy. This book provides a thorough analysis of this transformation and the functioning of the Athenian economy during the Classical period. Through the approach of New Institutional Economics (NIE), the book explores the establishment of key institutions including property rights protection, the legal protection of commercial contracts, prices determined by the forces of supply and demand, institutions against profiteering, banking services, the provision of loans through interest rates, consumer credit, insurance companies and a (primitive) version of joint-stock companies. Furthermore, the book focuses on the structure of the public sector, on how the state budget was determined and on how decisions on public revenues and expenditures were made. It also provides an integrated and detailed analysis of the social welfare policies that were implemented through the provision of a variety of public goods in Classical Athens. Moreover, it focuses on a series of socio-economic aspects such as the social status of women, slaves and foreigners and the viewpoints of prominent Athenian philosophers regarding economic organization. Finally, the book investigates whether an Athenian economic-political model of governance, based on a combination of advanced economic institutions (of free market type logic, even if in a primordial form) and direct democracy principles, can provide any lessons for modern societies. The book will be of great interest to readers of the economy, history and society of Ancient Greece as well as economic historians, ancient historians and policymakers more broadly.
