National information needs on forests have grown considerably in recent years, evolving from forest area and growing stock information to key aspects of sustainable forest management, such as the role of forests in the conservation of biodiversity and the provision of other ecosystem services. More recently, information on changes in carbon stocks, socio-economic aspects including the contribution to livelihoods and poverty reduction, governance and broader land use issues has become critical for national planning.
Measurement guidelines for forest carbon sequestration were developed to support reporting by public and private entities to greenhouse gas registries. These guidelines are intended to be a reference for designing a forest carbon inventory and monitoring system by professionals with a knowledge of sampling, statistical estimation, and forest measurements. This report provides guidance on defining boundaries; measuring, monitoring, and estimating changes in carbon stocks; implementing plans to measure and monitor carbon; and developing quality assurance and quality control plans to ensure credible and reproducible estimates of the carbon credits.
"This document builds on the brief paper presented at the 7th Meeting of the UN-REDD Programme Policy Board, held in Berlin, October 2011 (UNREDD/PB7/2011/13), which lays out ways to consider the REDD+ monitoring and information provision needs in the broader context of national development and environmental strategies, at the implementation level. Three options for the sampling design of the field plot clusters of NAFORMA II biophysical survey are compared in this report. Option 1 consists of re-measuring all NAFORMA I field sample plots (3 205 clusters) and Option 2 of re-measuring only those that were established as permanent (848 clusters). The recommended Option 3 is a compromise between these two “extreme” options: Re-measure a subset (1 405 clusters) of NAFORMA I field sample plots including (almost) all permanent clusters and a carefully selected set of other NAFORMA I field plot clusters to obtain a uniform sample within each TFS zone. Design Option 3 has the following features: •Sampling intensity is uniform within each TFS zone. This makes it simple to use the data. For example, mean volumes can be estimated by averages over the plots. •The selected clusters are well-spread over the target population. •The anticipated precision of land-class area and mean wood volume relative to sample size is nearly as good as that of NAFORMA I. •All proposed clusters were measured in NAFORMA I, which enables precise estimation of change based on repeated measurements. The costs and precision were anticipated by utilizing NAFORMA I field data, information about subsequent improvements in the road network, and changes in land-use using satellite imaging derived land-class maps.
National forest inventories (NFIs) are one of the main sources of forest information. This book describes the importance and history of NFIs in Latin America and the Caribbean, a region that is particularly relevant due to the extension and biodiversity of its forests. Methodologies for data collection and measurement of the most relevant indicators in 21 countries are addressed. In addition, similarities and differences in IFN designs, challenges and opportunities, and prospects for the future are examined. This analysis demonstrates that the information generated by the countries is diverse and must be harmonized to meet the commitments and opportunities for sustainable forest management in the 21st century. This publication represents a milestone in the beginning of the harmonization process towards data transparency within the forestry sector in Latin America and the Caribbean and constitutes the first collaborative effort of a network of NFI experts and collaborators in the region.

Cities need forests. Over the past ten years, REDD+ countries have made substantial advances in developing and operationalizing their National Forest Monitoring Systems (NFMS), to comply with measuring, reporting and verification (MRV) commitments for REDD+ under UNFCCC, as well as to provide better forest data to effectively support decision-making and domestic policies. In order to support developing countries in moving towards a more solid institutional setting, this paper provides a basis for understanding the importance of institutionalizing an NFMS within each country, particularly from a legal, financial and capacity-building perspective.
The People’s Republic of China (China) has been one of FAO’s main partners in the promotion of South-South and triangular cooperation. In terms of cooperation among developing countries, China upholds the principles of equality and mutual trust, building equal partnerships with parity of ownership and responsibility, mutual benefit and win–win cooperation, which are highly valued by FAO. Together, FAO and China offer considerable development knowledge and solutions that are relevant to South-South exchanges. After more than two decades of increasing collaboration in supporting flows of technical assistance between developing countries, FAO and China established in 2009 the FAO-China South-South Cooperation Programme, supported by a Chinese Trust Fund of USD 80 million. This report reviews the Programme’s activities and achievements over the last ten years, lessons learned and prospects for the way forward. It highlights and illustrates the Programme’s distinctive features, particularly its inspiring, inclusive and innovative modalities of cooperation. Its multi-stakeholder approach brings together farmers’ cooperatives and associations, the private sector, academia and triangular partners, among other key actors. In this context, the Programme provides a platform for insights and perspectives of all development actors through its national, regional, interregional and global projects focusing on sustainable agricultural production, productivity and farmers’ livelihoods. The Programme is majorly contributing to the realization of Sustainable Development Goal 1: No poverty in all its forms everywhere; and Sustainable Development Goal 2: Zero hunger, achieve food security and improved nutrition and promote sustainable agriculture.
This study presents techniques for calculating average net annual additions to carbon in forests and in forest products. Forest ecosystem carbon yield tables, representing stand-level merchantable volume and carbon pools as a function of stand age, were developed for 51 forest types within 10 regions of the United States. Separate tables were developed for afforestation and reforestation. Because carbon continues to be sequestered in harvested wood, approaches to calculate carbon sequestered in harvested forest products are included. Although these calculations are simple and inexpensive to use, the uncertainty of results obtained by using representative average values may be high relative to other techniques that use site- or project-specific data. The estimates and methods in this report are consistent with guidelines being updated for the U.S. Voluntary Reporting of Greenhouse Gases Program and with guidelines developed by the Intergovernmental Panel on Climate Change. The CD-ROM included with this publication contains a complete set of tables in spreadsheet format.
