This book gathers papers presented at the International Conference “Vision Zero for Sustainable Road Safety in Baltic Sea Region”, held on December 2018 at Vilnius Gediminas Technical University, in Vilnius, Lithuania. Taking as a starting point the multi-national road traffic safety program Vision Zero, originated in Sweden in 1995, the book aims at showing the current situation in different countries, in terms of achieved results and new challenges in both policy implementation and available technologies. A special emphasis is given to themes such as safety of smart vehicles, human factors, public education, and urban planning. The book offers an extensive source of information and ideas concerning innovative transportation technologies and infrastructure. It addresses both researchers and decision-makers in this field.
This open access handbook provides a comprehensive treatment of Vision Zero, an innovative policy on public road safety developed in Sweden. Covering all the major topics of the subject, the book starts out with a thorough examination of the philosophy, ideas and principles behind Vision Zero. It looks at conditions for the effectiveness of the policy, principles of safety and responsibility as well as critique on the policy. Next, the handbook focuses on how the Vision Zero ideas have been received and implemented in various legislations and countries worldwide. It takes into account the way Vision Zero is looked at in the context of international organizations such as the WHO, the UN, and the OECD. This allows for a comparison of systems, models and effects. The third part of the handbook discusses the management and leadership aspects, including ISO standards, equity issues, other goals for traffic and transportation, and opportunities for the car industry. Part four delves into tools, technologies and organizational measures that contribute to the implementation of Vision Zero in road traffic. Examples of specific elements discussed are urban and rural road designs, human factor designs, and avoiding drunk and distracted driving. The final part of the handbook offers perspectives on the transfer of Vision Zero policy to other areas, ranging from air traffic to suicide prevention and nuclear energy. Vision Zero is a public road safety policy including both a long-term goal that no one shall be killed or seriously injured as a consequence of accidents in road traffic and a safety principle stating that the design and function of the road transport system shall be adapted to meet the requirements that follow from that goal. It is a new road safety paradigm which has resulted in new types of responsibilities among stakeholders, technological innovations, and new strategies and organizational measures to achieve a safe system. The road safety work based on Vision Zero has shown promising results, and although Sweden has not yet reached a safe system, the number of fatalities and severe injuries has decreased substantially. In turn, due to the new approach to theoretical models (including comparison methods of driving errors in a single-lane and multi-lane roundabouts, methods of parking measurements, methods of ensuring the technical readiness of transport companies fleet due to the region's capabilities as well as speed-related surrogate measures of road safety based on floating car data), the book is also of interest to scientists and researchers carrying out research in this area.

The field of legal knowledge and information systems has traditionally been concerned with the subjects of legal knowledge representation and engineering, computational models of legal reasoning, and the analysis of legal data, but recent years have also seen an increasing interest in the application of machine learning methods to ease and empower the everyday activities of legal experts. This book presents the proceedings of the 33rd International Conference on Legal Knowledge and Information Systems (JURIX 2020), organised this year as a virtual event on 9–11 December 2020 due to restrictions resulting from the Covid-19 pandemic. For more than three decades, the annual JURIX international conference, which now also includes demo papers, has provided a platform for academics and practitioners to exchange knowledge about theoretical research and applications in concrete legal use cases. A total of 85 submissions by 255 authors from 28 countries were received for the conference, and after a rigorous review process, 20 were selected for publication as full papers, 14 as short papers, and 5 as demo papers. This selection process resulted in a total acceptance rate of 40% (full and short papers) and a competitive 23.5% acceptance rate for full papers. Topics span from computational models of legal argumentation, case-based reasoning, legal ontologies, smart contracts, privacy management and evidential reasoning to information extraction from different types of text in legal documents, and ethical dilemmas. Providing a state-of-the-art overview of developments in the field, this book will be of interest to all those working with legal knowledge and information systems.
