The Routledge Companion to Rural Planning provides a critical account and state of the art review of rural planning in the early years of the twenty-first century. Rural development is important for the nation's socio‐economic upliftment. It is the process of improving the economic conditions and upgradation of physical and social infrastructure in rural areas. In India, 73rd Constitutional Amendment Act, 1992, has recognised Panchayati Raj Institutions (PRIs) as the third tier of governance and given them the constitutional mandate for bringing improvements in the lives of people living in rural settlements. Yet, the rural settlements are not getting developed as per the expectations of rural population. Rural development is either totally ignored or given less preference as compared to the urban development.Regional Planner is entrusted with the responsibility to prepare a plan integrating rural and urban settlements. For rural settlements, either a plan does not exist or it has been prepared without detailed sectoral, spatial and financial planning. For urban settlements, though master plans do exists yet they have not been made for all the towns. In the absence ofnationwide efforts to prepare regional plans for achieving the balanced regional development as per the constitutional mandate, there is an increase in region‐wide disparities between rural and urban settlement.Earlier studies have focused on comprehending different nuances of rural life by studying employment opportunities, provision of basic infrastructure, quality of life, disparity between urban and rural areas, etc. There is a lack of comprehensive study to systematically understand the relationship between rural and urban settlements, access and availability of amenities in rural areas and provide suggestions to bring improvement in the living conditions of rural habitat so as to make it a model village. The book fills this gap by imparting an understanding of the rurality in a highly urbanised district and suggesting ways to transform a village into a model village.With the help of extensive quantitative and qualitative data collected from varied tiers of governance, i.e. state, district, tahsil, block and village, the book highlights the problems existing in the rural settlements and analyses the potentials to make it an ideal settlement having provision of urban amenities.
​By means of multidisciplinary research on urban and rural planning, construction engineering, environmental engineering and engineering sociology, this book conducts pioneering research on the construction theory, construction methods, evaluation technology and application of demonstration projects in China’s green villages and towns. The book is divided into three parts and eleven chapters. Part I is about the theory and development of green village and town construction, including the theory and innovation, the evolution and development, the patterns and mechanisms, and the community of green village and town construction. Part II is about the planning and construction methods of green villages and towns, including the plan compilation, the environmental infrastructure construction, and the construction and renovation of green buildings in villages and towns. Part III is about the evaluation of the planning and construction of green villages and towns, including the evaluation of plans, the evaluation of environmental infrastructure construction, the evaluation of green building construction, and the comprehensive evaluation of the planning and construction of green villages and towns. Today, 564 million farmers live in 28,500 towns and 2.452 million villages in China. In 2018 alone, 820 million m2 of new houses were built in rural areas. This proves that China’s green village and town construction has great significance and can provide enlightenment to developing countries and even to the world. The book describes new theories, new perspectives and new methods of green village and town sustainable construction in China for overseas experts and readers.
Sustainable development is the core principle underpinning land use planning. The policies in this statement apply to the rural areas, including country towns and villages and the wider, largely undeveloped countryside up to the fringes of larger urban areas. The key principles identified are: (i) decisions on development should be based on sustainable development principles; (ii) good quality accessible development within towns and villages should be allowed where it benefits the local community; (iii) accessibility should be a key consideration, with emphasis on access by public transport, walking and cycling; (iv) new building in the open countryside away from existing settlements should be strictly controlled; (v) priority should be given to the reuse of brownfield sites. This PPS replaces PPG 7 (1997) with the exception of PPG7's Annex E, which provides further guidance on permitted development rights for agriculture and forestry and will remain extant pending a review by ODPM of the General Permitted Development Order 1995.
