Vietnam’s decision making process is often described as either consensus-based or simply confusing and inexplicable. This book provides an approach to understanding political decision making in Vietnam by recognizing enduring values that are derived from State-controlled education and official historical narratives.
Focusing on the creation and misuse of government documents in Vietnam since the 1920s, The Government of Mistrust reveals how profoundly the dynamics of bureaucracy have affected Vietnamese efforts to build a socialist society. In examining the flurries of paperwork and directives that moved back and forth between high- and low-level officials, Ken MacLean underscores a paradox: in trying to gather accurate information about the realities of life in rural areas, and thus better govern from Hanoi, the Vietnamese central government employed strategies that actually made the state increasingly illegible to itself. MacLean exposes a falsified world existing largely on paper. As high-level officials attempted to execute centralized planning via decrees, procedures, questionnaires, and audits, low-level officials and peasants used their own strategies to solve local problems. To obtain hoped-for aid from the central government, locals overstated their needs and underreported the resources they actually possessed. Higher-ups attempted to re-establish centralized control and legibility by creating yet more bureaucratic procedures. Amidst the resulting mistrust and ambiguity, many low-level officials were able to engage in strategic action and tactical maneuvering that have shaped socialism in Vietnam in surprising ways.
Are the issues of civil society, “good governance”, and the role of NGOs in Vietnam part of a discursive discourse that is linked to a growing development industry in which development studies and economics dominate? Kleinen questions these issues based upon longitudinal research in Vietnam since the early 1990s. In this study, an effort is made to explain the concrete interactions between authorities of the Vietnamese one-party state and its citizens by introducing an attitude of participants to conceal their real intentions with the intent to disguise their actions in order to obtain benefits for their own. Using the concept of mimicry the author tries to grasp what it means to live in a society where political and economic life is dominated by elite groups and were social change is coming from different directions. Two case studies are presented here: one in which local stakeholders of home stay tourism achieve their goals to develop an acceptable form of co-habitation with ethnic minorities without questioning the state. Another case study focuses upon the rapid urbanization of the periphery of Hanoi where land grabbing and private economic gains of outsiders are at loggerheads with local experiences and perceptions of state-village relationships. The question remains what it means for Vietnam's modernization and the prospects of a civil society.

Officially, the Socialist Republic of Vietnam has a total of 54 ethnic groups, including the majority Kinh and 53 ethnic minority groups. The immense process of economic and social transformation currently underway in China and Vietnam is well known and extensively documented. However, less attention has been devoted to the process of Chinese and Vietnamese legal change which is nonetheless critical for the future politics, society and economy of these two countries. In a unique comparative approach that brings together indigenous and international experts, Asian Socialism and Legal Change analyzes recent developments in the legal sphere in China and Vietnam. This book presents the diversity and dynamism of this process in China and Vietnam-the impact of socialism, constitutionalism and Confucianism on legal development; responses to change among enterprises and educational and legal institutions; conflicts between change led centrally and locally; and international influences on domestic legal institutions. This book examines how the interaction between political and economic factors under Doi Moi has shaped Vietnam’s China policy and bilateral relations since the late 1980s. After providing a historical background, the book examines the conflicting effects that Doi Moi has generated on bilateral relations. It demonstrates that Vietnam’s economic considerations following the adoption of Doi Moi contributed decidedly to the Sino-Vietnamese normalization in 1991 as well as the continuous improvements in bilateral ties ever since. At the same time, Vietnam’s economic activities in the South China Sea and China’s responses have intensified bilateral rivalry and put their ties under considerable strains. The book goes on to argue that Doi Moi has indeed brought Vietnam newfound opportunities to develop a multi-level omni-directional hedging strategy against China. Finally, the book concludes by looking at the prospects of democratization in both countries and assessing the future trajectory of their relations under such circumstances. Immediately after its founding by Hồ Chí Minh in September 1945, the Democratic Republic of Vietnam (DRV) faced challenges from rival Vietnamese political organizations and from a France determined to rebuild her empire after the humiliations of WWII. Hồ, with strategic genius, courageous maneuver, and good fortune, was able to delay full-scale war with France for sixteen months in the northern half of the country. This was enough time for his Communist Party, under the cover of its Vietminh front organization, to neutralize domestic rivals and install the rough framework of an independent state. That fledgling state became a weapon of war when the DRV and France finally came to blows in Hanoi during December of 1946, marking the official beginning of the First Indochina War. With few economic resources at their disposal, Hồ and his comrades needed to mobilize an enormous and free contribution in manpower and rice from DRV-controlled regions. Extracting that contribution during the war’s early days was primarily a matter of patriotic exhortation. By the early 1950s, however, the infusion of weapons from the United States, the Soviet Union, and China had turned the Indochina conflict into a “total war.” Hunger, exhaustion, and violence, along with the conflict’s growing political complexity, challenged the DRV leaders’ mobilization efforts, forcing patriotic appeals to be supplemented with coercion and terror. This trend reached its revolutionary climax in late 1952 when Hồ, under strong pressure from Stalin and Mao, agreed to carry out radical land reform in DRV-controlled areas of northern Vietnam. The regime’s 1954 victory over the French at Điện Biên Phủ, the return of peace, and the division of the country into North and South did not slow this process of socialist transformation. Over the next six years (1954–1960), the DRV’s Communist leaders raced through land reform and agricultural collectivization with a relentless sense of urgency.
