The era of liberal interventionism is over, and the prevailing international discourse is once again about defending state borders and putting up walls. This broad re-assertion of sovereignty and non-intervention—-often considered the normative foundation of the BRICS countries, of the Non-Aligned Movement, of Bandung, of the “Westphalian” South—-raises a series of difficult questions, not least about the management of challenges shared by all. How are we to make sense of re-organisations of intervention and non-intervention in global order? Recently the dominant way of approaching these issues has been through the lens of cosmopolitan or liberal-solidarist duties, including the Responsibility to Protect. Yet it seems doubtful that this framework is still capable of posing the right questions or generating the right sorts of answers. This volume offers a new approach that provincializes the conventional debate, de-naturalises what it takes as universal or given, and lays out a series of alternatives at a time when non-intervention, quite suddenly, seems everywhere in the discourse of international society. It does so through a genealogy of the intervention concept since 1945. Intervention before Interventionism is about the ways in which statespeople have re-ordered intervention and non-intervention since the middle of the twentieth century; it is concerned primarily with non-Western contestations of Western-dominated order; it illustrates institutional change in and through decolonization; and it provides a conceptual roadmap for understanding dilemmas of intervention and non-intervention today, particularly in relation to contestation as it has re-emerged in the twenty-first century. While building upon and conversing with existing literature, the book stands out from previous approaches insofar as it is a mapping of international struggles for the re-constitution of intervention in the globalization of the society of states.

This book is a timely contribution to the present discussion of a constitutional reform of the United Nations, a discussion rekindled by the end of the cold War and the significant involvement of the UN in international peacemaking and peacekeeping since the Kuwait crisis. Like the new debate, the work focuses on the Security Council, its composition and possible enlargement, its decision-making process and competences, and its relationship with the General Assembly and the International Court of Justice. Particular regard is given to the right of veto of the permanent members of the Security Council, which is seen as the central, and most problematic, feature of the present constitution of the UN. The work describes and analyzes the reform discussion as it has taken place at the UN since 1991. The different proposals made by governments, NGOs and individual scholars are evaluated by applying a number of standards and concepts ensuing from a perception of the UN Charter as constitution of the international community. Thus, the study advances a comprehensive constitutional theory of the UN and redefines the place of the Charter in contemporary international law.
In this innovative study of performance in international relations, James R. Ball III asks why states and their representatives come to the United Nations to perform for a global audience and how those audiences may intervene in the spectacle of global politics. This study of the lived experience of spectacular politics on the world stage draws on theories of theater, performance, and politics to offer new ways of approaching issues of war, cosmopolitanism, international justice, governance, and activism. Situated at the nexus of two disciplines, performance studies and political science, this volume encourages conversations between the two so that each might offer lessons to the other.
Fulfilling the Sacred Trust explores the implementation of international accountability for dependent territories under the United Nations during the early Cold War era. Although the Western nations that drafted the UN Charter saw the organization as a means of maintaining the international status quo they controlled, newly independent nations saw the UN as an instrument of decolonization and an agent of change disrupting global political norms.
