The Sea Has Many Voices is the first Canadian book to examine oceans policy in the making. The contributors believe that Canadian oceans policy making to date has been reactive, susceptible to pressure from special interest groups, and lacking in continuity or consistency.

He is a Fellow of the Chartered Institute of Logistics and Transport and has been a transport adviser to the governments of Hong Kong, Egypt, Chile and the U.K. He holds visiting Professorships at a number of institutions and an Honorary Professorship at the University of Hong Kong.
