Uzbekistan’s foreign policy from 1991 to 2016, starting from independence right up to the death of its first president, Islam Karimov, is one of the more distinctive approaches to international politics since the end of the Cold War. This distinctiveness rests on the republic’s gradual struggle for self-reliance upon becoming independent. Authorities in Uzbekistan, especially its President, were sceptics of the norms that came to prevail across regional and broader international politics. This book addresses the making of Uzbekistan’s general foreign policy and its corresponding effects outside Central Asia, particularly at the highest level, among state officials, heads of state and ministers. It shows how a particular set of promises, slogans and attitudes became the pillars upon which Uzbekistan’s international role was shaped, a role which then affected Tashkent’s twenty-five year relations with Russia, the United States, Germany and Turkey. The book argues that the Government of Uzbekistan sought to be recognised as a self-reliant power after independence, but that the international norms of the post-Cold War order, coupled with the conflicting aims of the partners with whom it interacted, hindered acknowledgement and contributed to a twenty-year struggle for recognition. Providing a thorough assessment of President Karimov’s legacy in the foreign policy domain, this book contributes to the developing field of role theory and recognition in International Relations. It will also be of interest to academics in the fields of Central Asian and Eurasian politics and international relations.
Over the past three decades, Uzbekistan has attracted the attention of the academic and policy communities because of its geostrategic importance, its critical role in shaping or unshaping Central Asia as a region, its economic and trade potential, and its demographic weight: every other Central Asian being Uzbek, Uzbekistan’s political, social, and cultural evolutions largely exemplify the transformations of the region as a whole. And yet, more than 25 years after the collapse of the Soviet Union, evaluating Uzbekistan’s post-Soviet transformation remains complicated. Practitioners and scholars have seen access to sources, data, and fieldwork progressively restricted since the early 2000s. The death of President Islam Karimov, in power for a quarter of century, in late 2016, reopened the future of the country, offering it more room for evolution. To better grasp the challenges facing post-Karimov Uzbekistan, this volume reviews nearly three decades of independence. In the first part, it discusses the political construct of Uzbekistan under Karimov, based on the delineation between the state, the elite, and the people, and the tight links between politics and economy. The second section of the volume delves into the social and cultural changes related to labor migration and one specific trigger – the difficulties to reform agriculture. The third part explores the place of religion in Uzbekistan, both at the state level and in society, while the last part looks at the renegotiation of collective identities.

Nick Megoran explores the process of building independent nation-states in post-Soviet Central Asia through the lens of the disputed border territory between Uzbekistan and Kyrgyzstan. In his rich "biography" of the boundary, he employs a combination of political, cultural, historical, ethnographic, and geographic frames to shed new light on nation-building process in this volatile and geopolitically significant region. Megoran draws on twenty years of extensive research in the borderlands via interviews, observations, participation, and newspaper analysis. He considers the problems of nationalist discourse versus local vernacular, elite struggles versus borderland solidarities, boundary delimitation versus everyday experience, border control versus resistance, and mass violence in 2010, all of which have exacerbated territorial anxieties. Megoran also revisits theories of causation, such as the loss of Soviet control, poorly defined boundaries, natural resource disputes, and historic ethnic clashes, to show that while these all contribute to heightened tensions, political actors and their agendas have clearly driven territorial aspirations and are the overriding source of conflict. While the international system has been evolving in an increasingly liberal direction, the level of democratic practice within the post-Soviet region has, on the whole, declined. Two decades after the popular uprisings against communism, many governments in the region have successfully blunted both popular and international pressures for democratic consolidation. Each selection in this volume explores how international factors interact with domestic conditions to explain the persistence of authoritarianism throughout the region. The selections in the volume cover several countries, including Azerbaijan, Kazakhstan, Uzbekistan, South Ossetia, Ukraine, Moldova, and Belarus; special attention is paid to the Russian Federation since it is both a member of the region and acts as an external actor influencing the political development of its neighbors. This volume is especially relevant as the world again experiences the surprising overthrow of long-running authoritarian regimes. The failure of democratic consolidation among post-Soviet states offers important lessons for policymakers and academics dealing with the recent wave of political transitions in the Middle East and Asia.
With the collapse of communism, post-communist societies scrambled to find meaning to their new independence. Central Asia was no exception. Events, relationships, gestures, spatial units and objects produced, conveyed and interpreted meaning. The new power container of the five independent states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan would significantly influence this process of signification. Post-Soviet Central Asia is an intriguing field to examine this transformation: a region which did not see an organised independence movement develop prior to Soviet implosion at the centre, it provokes questions about how symbolisation begins in the absence of a national will to do so. The transformation overnight of Soviet republic into sovereign state provokes questions about how the process of communism-turned-nationalism could become symbolised, and what specific role symbols came to play in these early years of independence. Characterized by authoritarianism since 1991, the region’s ruling elites have enjoyed disproportionate access to knowledge and to deciding what, how and when that knowledge should be applied. The first of its kind on Central Asia, this book not only widens our understandings of developments in this geopolitically important region but also contributes to broader studies of representation, ritual, power and identity. Anthropologists have been keenly aware of the tension between cultural relativism and absolute norms, and nowhere has this been more acute than with regards to moral values. Can we study the Other's morality without applying our own normative judgments? How do social anthropologists keep both the distance required by science and the empathy required for the analysis of lived experiences? The plurality of moralities has not received an explicit and focused attention until recently, when accelerated globalization often resulted in the collision of different value systems. Observing, describing and assessing values cross-culturally, the authors propose various methodological approaches to the study of moralities, illustrated with rich ethnographic accounts, thus offering a valuable guide for students of anthropology, sociology and cultural studies and for professionals concerned with the empirical and cross-cultural study of values.
