I was asked recently to prepare an independent background report on the subject of priority assessment in science and technology policy for the Australian Science and Technology Council. The Council (while not necessarily endorsing this book) suggested that a wider audience could be interested in the type of material contained in my report and kindly gave me permission to publish the material in my own right. The present book contains this and other material, some of which was presented at a seminar on National Science Policy: Implications for Government Departments arranged by the Department of Science and the Environment. Additional ideas were developed in response to comments on the manuscript by referees, as a result of discussions with Professor John Metcalfe and Dr Peter Stubbs of Manchester University, a conversation with Dr Keith Hartley of the University of York and in the wake of a communication from Dr Ken Tucker, Assistant Director, Bureau of Industry Economics, Australia. Science and technology policy affects and concerns everyone of us if for no other reason than we cannot escape in this interdependent world from the economic, social and environmental overs pills generated by science and technology. We must face the problems and promises inherent in new and existing science and technology whether we like it or not. Not surprisingly this book finds that all industrialized countries seem to be facing similar economic and social problems.
This volume explores the governance and management of science, technology, and innovation (STI) in relation to innovation policy and governance systems, highlighting its goal, challenges, and opportunities. Divided into two sections, it addresses the role of governments in promoting innovation in Latin-American contexts as well as barriers and opportunities for STI governance in the region. The chapters tackle the role of institutions, innovation funding, technological trajectories, regional innovation policies, innovation ecosystems, universities, knowledge appropriation, and markets. Researchers and scholars will find an opportunity to grasp a better understanding of innovation policies in emerging economies. In a world where advanced knowledge is widespread and low-cost labor is readily available, U.S. advantages in the marketplace and in science and technology have begun to erode. A comprehensive and coordinated federal effort is urgently needed to bolster U.S. competitiveness and pre-eminence in these areas. This congressionally requested report by a pre-eminent committee makes four recommendations along with 20 implementation actions that federal policy-makers should take to create high-quality jobs and focus new science and technology efforts on meeting the nation's needs, especially in the area of clean, affordable energy: 1) Increase America's talent pool by vastly improving K-12 mathematics and science education; 2) Sustain and strengthen the nation's commitment to long-term basic research; 3) Develop, recruit, and retain top students, scientists, and engineers from both the U.S. and abroad; and 4) Ensure that the United States is the premier place in the world for innovation. Some actions will involve changing existing laws, while others will require financial support that would come from reallocating existing budgets or increasing them. Rising Above the Gathering Storm will be of great interest to federal and state government agencies, educators and schools, public decision makers, research sponsors, regulatory analysts, and scholars.
The global economy is characterized by increasing locational competition to attract the resources necessary to develop leading-edge technologies as drivers of regional and national growth. One means of facilitating such growth and improving national competitiveness is to improve the operation of the national innovation system. This involves national technology development and innovation programs designed to support research on new technologies, enhance the commercial return on national research, and facilitate the production of globally competitive products. Understanding the policies that other nations are pursuing to become more innovative and to what effect is essential to understanding how the nature and terms of economic competition are shifting. Building the 21st Century U.S.-China Cooperation on Science, Technology, and Innovation studies selected foreign innovation programs and comparing them with major U.S. programs. This analysis of Comparative Innovation Policy includes a review of the goals, concept, structure, operation, funding levels, and evaluation of foreign programs designed to advance the innovation capacity of national economies and enhance their international competitiveness. This analysis focuses on key areas of future growth, such as renewable energy, among others, to generate case-specific recommendations where appropriate.
Diplomacy for the 21st Century recommends steps that the Department of State should embrace to take full advantage of the leading science and technology (S&T) capabilities of the United States. These capabilities provide the department with many opportunities to promote a variety of the interests of the United States and its allies in a rapidly changing world wherein S&T are important drivers of economic development at home and abroad and help ensure international security. This report assesses and makes recommendations concerning the changing environment for the conduct of diplomacy in the years ahead, with a focus on the role of S&T in the development and implementation of U.S. policies and programs. According to this report, prompt steps by the department's leadership are essential to ensure adequate comprehension of the importance of S&T-related developments throughout the world and to incorporate this understanding within the nation's foreign policy for the 21st century. This report also urges the adoption by the department of a broader whole-of-society approach in carrying out its responsibilities at home and abroad - extending beyond traditional interagency coordination and the narrow band of current external partners to include foundations, universities, research centers, and other groups who are extending their international reach.
The United States is increasingly dependent on information and information technology for both civilian and military purposes, as are many other nations. Although there is a substantial literature on the potential impact of a cyberattack on the societal infrastructure of the United States, little has been written about the use of cyberattack as an instrument of U.S. policy. Cyberattacks-actions intended to damage adversary computer systems or networks-can be used for a variety of military purposes. But they also have application to certain missions of the intelligence community, such as covert action. They may be useful for certain domestic law enforcement purposes, and some analysts believe that they might be useful for certain private sector entities who are themselves under cyberattack. This report considers all of these applications from an integrated perspective that ties together technology, policy, legal, and ethical issues. Focusing on the use of cyberattack as an instrument of U.S. national policy, Technology, Policy, Law and Ethics Regarding U.S. Acquisition and Use of Cyberattack Capabilities explores important characteristics of cyberattack. It describes the current international and domestic legal structure as it might apply to cyberattack, and considers analogies to other domains of conflict to develop relevant insights. Of special interest to the military, intelligence, law enforcement, and homeland security communities, this report is also an essential point of departure for nongovernmental researchers interested in this rarely discussed topic.
This book analyzes the possibilities for effective global governance of science in Europe, India and China. Authors from the three regions join forces to explore how ethical concerns over new technologies can be incorporated into global science and technology policies. The first chapter introduces the topic, offering a global perspective on embedding ethics in science and technology policy. Chapter Two compares the institutionalization of ethical debates in science, technology and innovation policy in three important regions: Europe, India and China. The third chapter explores public perceptions of science and technology in these same three regions. Chapter Four discusses public engagement in the governance of science and technology, and Chapter Five reviews science and technology governance and European values.
