In the last 30 years, China’s record economic growth lifted half a billion people out of poverty, with rapid urbanization providing abundant labor, cheap land, and good infrastructure. While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.
Amid a vast influx of rural migrants into urban areas, China has allowed cities wide latitude in providing education and other social services. While millions of people have been welcomed into the megacities as a source of cheap labor, local governments have used various tools to limit their access to full citizenship. The Urbanization of People reveals how cities in China have granted public goods to the privileged while condemning poor and working-class migrants to insecurity, constant mobility, and degraded educational opportunities. Using the school as a lens on urban life, Eli Friedman investigates how the state manages flows of people into the city. He demonstrates that urban governments are providing quality public education to those who need it least: school admissions for nonlocals heavily favor families with high levels of economic and cultural capital. Those deemed not useful are left to enroll their children in precarious resource-starved private schools that sometimes are subjected to forced demolition. Over time, these populations are shunted away to smaller locales with inferior public services. Based on extensive ethnographic research and hundreds of in-depth interviews, this interdisciplinary book details the policy framework that produces unequal outcomes as well as providing a fine-grained account of the life experiences of people drawn into the cities as workers but excluded as full citizens.

With the goal of fostering an ongoing dialogue between scholars in Europe and China, it brings together an impressive team of international researchers to shed light on the entwined processes of inequality and segregation, and the implications for urban development. Through a rich collection of empirical studies at the city, regional and national levels, the book explores the impact of migration on cities, the related problems of social and spatial segregation, and the ramifications for policy reform. While the literature on both segregation and inequality has traditionally been dominated by European and North American studies, there is growing interest in these issues in the Chinese context. Economic liberalization, rapid industrial restructuring, the enormous growth of cities, and internal migration, have all reshaped the country profoundly. What have we learned from the European and North American experience of segregation and inequality, and what insights can be gleaned to inform the bourgeoning interest in these issues in the Chinese context? How is China different, both in terms of the nature and the consequences of segregation inequality, and what are the implications for future research and policy? This book examines rural-urban migration policies in China, and considers how Chinese workers cope with migration events in the context of these policies. It explores the contribution of migrant workers to the Chinese economy, the impact of changes within the ‘hukou’ system (household registration) and the impact of recent migration policies promoting rural-urban migration and targeting key events during migrant workers’ migration trajectories - job-seeking, wage exploitation, work injuries and illness - namely the corresponding ‘Skills Training Program for Migrant Workers’, the ‘Circular on Managing Wage Payment to Migrant Workers’, the ‘Circular on Migrant Workers Participating in Work-Related Injury Insurance’, and the ‘New Rural Medical Cooperative Scheme’ (Health Insurance). Through in-depth interviews, it examines how when facing such challenges, migrant workers choose to either make a claim under existing policies, or use other coping strategies. The book notably proposes a typology of “coping” which includes a variety of administrative coping, political coping and social coping, and considers how workers in China harness the power of civil groups and social networks.
Unprecedented urbanization is taking place in China and will continue over the next decades. China's level of urbanization rose from 18 percent in 1978 to 30 percent in 1995 and to 39 percent in 2002. It is expected that China will quadruple its total GDP and reach 55 percent of urbanization by 2020. Many agree that rapid urbanization in China in the late 20th and early 21st centuries is a mega process significantly reshaping China and the global economy.
