This volume contributes new insights to the scientific debate on post-Socialist urbanities. Central Asia is a region singularly marked by attempts to transform social life by transforming place. Drawing together established scholars and a new generation of historians, geographers and anthropologists, this volume brings empirical specificity and theoretical depth to debates about the politics of place-making in this diverse region, making an important contribution to Central Asian studies and a distinctive regional comparison to the ‘spatial turn’ in social analysis. Case studies draw on archival research and oral history to explore the workings—and unintended consequences—of policies aimed at sedentarizing, collectivizing and resettling populations as a means to fix and territorialize space. The book also examines ethnographic studies attuned to the role of movement in sustaining social life, from Soviet-era trade networks that linked rural Central Asia and the Russian metropolis, to pilgrimage routes through which ‘kazakhness’ is articulated, to the contemporary moralization of migration abroad in search of work. This collection brings together a variety of anthropological, historical and sociological case studies from Central Asia and the Caucasus to examine the concept of translocality. The chapters scrutinize the capacity of translocality to describe, in new ways, the multiple mobilities, exchange practices and globalizing processes that link places, people and institutions in Central Asia and the Caucasus with others in Russia, China and the United Arab Emirates. Illuminating translocality as a productive concept for studying cross‐regional connectivities and networks, this volume is an important contribution to a lively field of academic discourse. Following new directions in Area Studies, the chapters aim to overcome ‘territorial containers’ such as the nation‐state or local community, and instead emphasize the significance of processes of translation and negotiation for understanding how meaningful localities emerge beyond conventional boundaries. Structured by the four themes ‘crossing boundaries’, ‘travelling ideas’, ‘social and economic movements’ and ‘pious endeavours’, this volume proposes three conceptual approaches to translocality: firstly, to trace how it is embodied, narrated, virtualized or institutionalized within or in reference to physical or imagined localities; secondly, to understand locality as a relational concept rather than a geographically bounded unit; and thirdly, to consider cross‐border traders, travelling students, business people and refugees as examples of non-elite mobilities that provide alternative ways to think about what ‘global’ means today. This book presents the changing roles of urban governments and how local governments struggle to gain administrative, fiscal, and political power to combat current urban challenges in Kazakhstan. Focusing on the cities and regions selected by the national government of Kazakhstan to be the drivers of national economic development, the author analyses the impact of decentralization on the role of local governments. The book examines the practical experiences of city and regional governments with an emphasis on urban planning, public investment in national projects, and management of urban transport. Due to the complexity and irregular distribution of political reforms at different levels of local government in Kazakhstan, three separate studies are presented, each looking at a specific aspect of decentralization reform and local government function related to physical urban development and distribution of public investment. The author argues that, if the national government of Kazakhstan wants to concentrate economic resources in urban agglomerations, it is not enough to assume that local governments are ready to play the role of efficient planners and managers of urban development. A useful analysis illustrating cities and urban conglomerations as engines of growth in economic development, this book will be of interest to academics studying Central Asian Studies, in particular political and economic development, Development Studies, and Urban Studies.
