Urbanization occurs in tandem with development. Countries in Southeast Asia need to build - individually and collectively - the capacity of their cities and towns to promote economic growth and development, to make urban development more sustainable, to mitigate and adapt to climate change, and to ensure that all groups in society share in the development. This book is a result of a series of regional discussions by experts and practitioners involved in the urban and planning of their countries. It highlights urbanization issues that have implications for regional - including ASEAN - cooperation, and provides practical recommendations for policymakers. It is a first step towards assisting governments in the region to take advantage of existing collaborative partnerships to address the urban transformation that Southeast Asia is experiencing today.
Launched in 1992, Regional Outlook is an annual publication of the Institute of Southeast Asian Studies, published every January. Designed for the busy executive, professional, diplomat, journalist, or interested observer, Regional Outlook aims to provide a succinct analysis of current political and economic trends shaping the region, and the outlook for the forthcoming two years. This forward- looking book contains focused political commentaries and economic forecasts on all ten countries in the Association of Southeast Asian Nations (ASEAN), as well as a select number of topical pieces of significance to the region.

COVID-19 has presented huge challenges to governments, businesses, civil societies, and people from all walks of life, but its impact has been highly variegated, affecting society in multiple negative ways, with uneven geographical and socioeconomic patterns. The crisis revealed existing contradictions and inequalities in society, compelling us to question what it means to return to “normal” and what insights can be gleaned from Southeast Asia for thinking about a post-pandemic world. In this regard, this edited volume collects the informed views of an ensemble of social scientists – area studies, development studies, and legal scholars; anthropologists, architects, economists, geographers, planners, sociologists, and urbanists; representing academic institutions, activist and charitable organisations, policy and research institutes, and areas of professional practice – who recognise the necessity of critical commentary and engaged scholarship. These contributions represent a wide-ranging set of views, collectively producing a compilation of reflections on the following three themes in particular: (1) Urbanisation, digital infrastructures, economies, and the environment; (2) Migrants, (im)mobilities, and borders; and (3) Collective action, communities, and mutual action. Overall, this edited volume first aims to speak from a situated position in relevant debates to challenge knowledge about the pandemic that has assigned selective and inequitable visibility to issues, people, or places, or which through its inferential or interpretive capacity has worked to set social expectations or assign validity to certain interventions with a bearing on the pandemic’s course and the future it has foretold. Second, it aims to advance or renew understandings of social challenges, risks, or inequities that were already in place, and which, without further or better action, are to be features of our “post-pandemic world” as well. This volume also contributes to the ongoing efforts to de-centre and decolonise knowledge production. It endeavours to help secure a place within these debates for a region that was among the first outside of East Asia to be forced to contend with COVID-19 in a substantial way and which has evinced a marked and instructive diversity and dynamism in its fortunes.
This report provides an overview of important urban poverty questions. What defines urban poverty and how is urban poverty being measured? What other factors beyond consumption poverty need to be tackled? Who are the urban poor? What relations exist between urban poverty and city size? What linkages exist between urbanization, income, and urban poverty? What policy responses to urban poverty are implemented in selected Asian countries? The report served as a background study for the International Policy Workshop on Urban Poverty and Inclusive Cities in Asia, organized by the Asian Development Bank and the International Poverty Reduction Center held from 24-25 June 2013 in Suqian, Jiangsu Province, the People's Republic of China.
A distinguishing feature of recent urbanization in the ASEAN countries of Thailand, Malaysia, the Philippines, Singapore, and Indonesia is the outward extension of their mega-cities (Bangkok, Jakarta, Manila, Singapore, and Kuala Lumpur) beyond the metropolitan borders, resulting in the establishment of new towns, industrial estates, and housing projects in previously rural areas. This process has both positive and negative effects. On one side, household incomes and employment opportunities are increasing, but on the other, the growth often causes serious problems in terms of environmental deterioration, conflicting land uses, and inadequate housing and service provisions. Mega Urban Regions of Southeast Asia is the first comprehensive work on the subject of ASEAN mega-urban regions. The contributors review T.G. McGee's original idea of desakota zones, and offer arguments both for and against this concept, making a significant contribution to our understanding of the true face of ASEAN cities. The book brings together authors from around the world and will be of interest to a wide audience, including demographers, urban planners, geographers, sociologists, economists, civil servants and development consultants.

This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.
The novel coronavirus (COVID-19) pandemic was reported in China in December 2019, and later spread to other parts of the world. Countries in Southeast Asia were some of the first nations affected by the pandemic due to their geographical proximities and trade relations with China. In January 2020, the virus spread to some countries within the Association of Southeast Asian Nations (ASEAN). The number of confirmed cases kept increasing within ASEAN and other countries of the world. Consequently, countries in ASEAN introduced preventive and containment measures to cope with the pandemic, which include quarantines, lockdowns, restrictions of movements and large gatherings, as well as school and business closures.Beyond the efforts of preventing and containing the spread of the virus, ASEAN's most significant challenges are the social and economic crisis of historic proportions that are beginning to unfold. COVID-19 pandemic has brought interruptions in all sectors of ASEAN economies. It is, therefore, imperative to assess the extent to which the pandemic has impacted the social and economic aspects of the region. This book intends to highlight the social and economic impacts of the COVID-19 pandemic in ASEAN and suggest ways on how to mitigate them. It covers how the shocks from COVID-19 have impacted production, supply chains, demand, commodity prices, consumer behaviour, financial markets, employment, services, transportation and community, and the various policies that ASEAN authorities should put in place to mitigate the effects of the pandemic.
This report provides a review of the economics of climate change in the Southeast Asia, with a particular focus on Indonesia, Philippines, Singapore, Thailand, and Viet Nam. It confirms that the region is highly vulnerable to climate change and demonstrates that a wide range of adaptation measures are already being applied. The report also shows that the region has a great potential to contribute to greenhouse gas emission reduction, and that the costs to the region and globally of taking no early action against climate change could be very high. The basic policy message is that efforts must be made to apply all feasible and economically viable adaptation and mitigation measures as key elements of a sustainable development strategy for Southeast Asia. It also argues that the current global economic crisis offers Southeast Asia an opportunity to start a transition towards a climate-resilient and low-carbon economy by introducing green stimulus programs that can simultaneously shore up economies, create jobs, reduce poverty, lower carbon emissions, and prepare for the worst effects of climate change.
