The Transatlantic Collapse of Urban Renewal examines how postwar thinkers from both sides of the Atlantic considered urban landscapes radically changed by the political and physical realities of sprawl, urban decay, and urban renewal. With a sweep that encompasses New York, London, Berlin, Philadelphia, and Toronto, among others, Christopher Klemek traces changing responses to the challenging issues that most affected the lives of the world’s cities. In the postwar decades, the principles of modernist planning came to be challenged—in the grassroots revolts against the building of freeways through urban neighborhoods, for instance, or by academic critiques of slum clearance policy agendas—and then began to collapse entirely. Over the 1960s, several alternative views of city life emerged among neighborhood activists, New Left social scientists, and neoconservative critics. Ultimately, while a pessimistic view of urban crisis may have won out in the United States and Great Britain, Klemek demonstrates that other countries more successfully harmonized urban renewal and its alternatives. Thismuch anticipated book provides one of the first truly international perspectives on issues central to historians and planners alike, making it essential reading for anyone engaged with either field.
Two of the most celebrated black neighborhoods in the United States—Harlem in New York City and Bronzeville in Chicago—were once plagued by crime, drugs, and abject poverty. But now both have transformed into increasingly trendy and desirable neighborhoods with old buildings being rehabbed, new luxury condos being built, and banks opening branches in areas that were once redlined. In The New Urban Renewal, Derek S. Hyra offers an illuminating exploration of the complicated web of factors—local, national, and global—driving the remarkable revitalization of these two iconic black communities. As public housing is torn down and money floods back into cities across the United States, countless neighborhoods are being monumentally altered. From the 1920s through the 1950s, the center of black social and business life in Charlottesville, Virginia, was the area known as Vinegar Hill. But in 1960, noting the prevalence of aging frame houses and "substandard" conditions such as outdoor toilets, voters decided that Vinegar Hill would be redeveloped. Charlottesville's black residents lost a cultural center, largely because they were deprived of a voice in government. Vinegar Hill's displaced residents discuss the loss of homes and businesses and the impact of the project on black life in Charlottesville. On March 1, 1966, the voters of Tucson approved the Pueblo Center Redevelopment Project—Arizona’s first major urban renewal project—which targeted the most densely populated eighty acres in the state. For close to one hundred years, tucsonenses had created their own spatial reality in the historical, predominantly Mexican American heart of the city, an area most called “la calle.” Here, amid small retail and service shops, restaurants, and entertainment venues, they openly lived and celebrated their culture. To make way for the Pueblo Center’s new buildings, city officials proceeded to displace la calle’s residents and to demolish their ethnically diverse neighborhoods, which, contends Lydia Otero, challenged the spatial and cultural assumptions of postwar modernity, suburbia, and urban planning. Otero examines conflicting claims to urban space, place, and history as advanced by two opposing historic preservationist groups: the La Placita Committee and the Tucson Heritage Foundation. She gives voice to those who lived in, experienced, or remembered this contested area, and analyzes the historical narratives promoted by Anglo American elites in the service of tourism and cultural dominance. La Calle explores the forces behind the mass displacement: an unrelenting desire for order, a local economy increasingly dependent on tourism, and the pivotal power of federal housing policies. To understand how urban renewal resulted in the spatial reconfiguration of downtown Tucson, Otero draws on scholarship from a wide range of disciplines: Chicana/o, ethnic, and cultural studies; urban history, sociology, and anthropology; city planning; and cultural and feminist geography.
This edited collection investigates the human dimension of urban renewal, using a range of case studies from Africa, Asia, Europe, India and North America, to explore how the conception and delivery of regeneration initiatives can strengthen or undermine local communities. Ultimately aiming to understand how urban residents can successfully influence or manage change in their own communities, contributing authors interrogate the complex relationships between policy, planning, economic development, governance systems, history and urban morphology. Alongside more conventional methods, analytical approaches include built form analysis, participant observation, photographic analysis and urban labs. Winner of the Bancroft Prize In twenty-first-century America, some cities are flourishing and others are struggling, but they all must contend with deteriorating infrastructure, economic inequality, and unaffordable housing. Cities have limited tools to address these problems, and many must rely on the private market to support the public good. It wasn’t always this way. For almost three decades after World War II, even as national policies promoted suburban sprawl, the federal government underwrote renewal efforts for cities that had suffered during the Great Depression and the war and were now bleeding residents into the suburbs. In Saving America’s Cities, the prizewinning historian Lizabeth Cohen follows the career of Edward J. Logue, whose shifting approach to the urban crisis tracked the changing balance between government-funded public programs and private interests that would culminate in the neoliberal rush to privatize efforts to solve entrenched social problems. A Yale-trained lawyer, rival of Robert Moses, and sometime critic of Jane Jacobs, Logue saw renewing cities as an extension of the liberal New Deal. He worked to revive a declining New Haven, became the architect of the “New Boston” of the 1960s, and, later, led New York State’s Urban Development Corporation, which built entire new towns, including Roosevelt Island in New York City. Logue’s era of urban renewal has a complicated legacy: Neighborhoods were demolished and residents dislocated, but there were also genuine successes and progressive goals. Saving America’s Cities is a dramatic story of heartbreak and destruction but also of human idealism and resourcefulness, opening up possibilities for our own time.
