Being part of a violent community in revolt can be addictive--it can be fun. This book offers a fascinating inside look at present-day political violence in Pakistan through a historical ethnography of the Muhajir Qaumi Movement (MQM), one of the most remarkable and successful religious nationalist movements in postcolonial South Asia. The MQM has mobilized much of the "migrant" (Muhajir) population in Karachi and other urban centers in southern Pakistan and has fomented large-scale ethnic-religious violence. Oskar Verkaaik argues that urban youth see it as an irresistible opportunity for "fun." Drawing on both anthropological fieldwork, including participatory observation among political militants, and historical analyses of state formation, nation-building, and the ethnicization of Islam since 1947, he provides an absorbing and important contribution to theoretical debates about political--religious and nationalist--violence. Migrants and Militants brings together two perspectives on political violence. Recent studies on ethnic cleansing, genocide, terrorism, and religious violence have emphasized processes of identification and purification. Verkaaik combines these insights with a focus on urban youth culture, in which masculinity, physicality, and the performance of violence are key values. He shows that only through fun and absurdity can a nascent movement transgress the dominant discourse to come of its own. Using these observations, he considers violence as a ludic practice, violence as "martyrdom" and sacrifice, and violence as "terrorism" and resistance.
Pakistan is working to improve its public investment management (PIM) to support economic growth and service delivery and make public infrastructure more sustainable and resilient to climate change. This assessment applies the IMF’s Public Investment Management Assessment (PIMA) framework, including the Climate-PIMA module. It highlights some of the important efforts made in recent years to strengthen PIM and identifies scope for further strengthening of key institutions. In a context where fiscal space is tight and climate action urgent, it recommends a number of targeted actions to move reforms forward.
This study uses Geographic Information Systems (GIS) to evaluate improvements in transportation infrastructure and related urbanization over the last 40 years in Pakistan. In addition, we suggest a definition to measure peri-urban population using the agglomeration index methodology developed by Uchida and Nelson (2008). In doing so, we incorporate a series of GIS data including: travel time rasters, population density rasters and other nationally collected biophysical and infrastructure variables (i.e. roads, railroads, waterbodies) in order to construct measurements of urban agglomeration within Pakistan. We use road and population data from corresponding census years (and government growth rates for more recent population estimates) to model reductions in remoteness to urban areas over time.
This book is set in Karachi, Pakistan and investigates the possibility of achieving localness through identifying urban process and their impact on built form, addressing how locals associate with the urban spaces and how they value it. Thus, the investigation, using the local terminology maqamiat, goes beyond the physicality of space and develops a framework that helps to understand the social, ethnic, economic, ecological and other the non-physical aspects of space, which are of value to the locals. The aim is to investigate the possibility of achieving localness through identifying urban design elements that can be incorporated into the process of designing new built forms that acknowledges what is valued by the locals instead of superimposing imported designs, negating the contextual realties, both physical and social. For this purpose, the book includes three case studies from Karachi. The book questions the aspiration of many cities in the South Asian context to imitate the built forms of Western cities (increasingly, Singapore and Shanghai) which are viewed as modern and represents future. The book will make a theoretical contribution to the existing literature on postcolonial urbanism and explore space from a local vantage point for understanding how to look inwards for aspiration.
Secularizing Islamists? provides an in-depth analysis of two Islamist parties in Pakistan, the highly influential Jama‘at-e-Islami and the more militant Jama‘at-ud-Da‘wa, widely blamed for the November 2008 terrorist attack in Mumbai, India. Basing her findings on thirteen months of ethnographic work with the two parties in Lahore, Humeira Iqtidar proposes that these Islamists are involuntarily facilitating secularization within Muslim societies, even as they vehemently oppose secularism. This book offers a fine-grained account of the workings of both parties that challenges received ideas about the relationship between the ideology of secularism and the processes of secularization. Iqtidar particularly illuminates the impact of women on Pakistani Islamism, while arguing that these Islamist groups are inadvertently supporting secularization by forcing a critical engagement with the place of religion in public and private life. She highlights the role that competition among Islamists and the focus on the state as the center of their activity plays in assisting secularization. The result is a significant contribution to our understanding of emerging trends in Muslim politics.
In the electronic age, documents appear to have escaped their paper confinement. But we are still surrounded by flows of paper with enormous consequences. In the planned city of Islamabad, order and disorder are produced through the ceaseless inscription and circulation of millions of paper artifacts among bureaucrats, politicians, property owners, villagers, imams (prayer leaders), businessmen, and builders. What are the implications of such a thorough paper mediation of relationships among people, things, places, and purposes? Government of Paper explores this question in the routine yet unpredictable realm of the Pakistani urban bureaucracy, showing how the material forms of postcolonial bureaucratic documentation produce a distinctive political economy of paper that shapes how the city is constructed, regulated, and inhabited. Files, maps, petitions, and visiting cards constitute the enduring material infrastructure of more ephemeral classifications, laws, and institutional organizations. Matthew S. Hull develops a fresh approach to state governance as a material practice, explaining why writing practices designed during the colonial era to isolate the government from society have become a means of participation in it.
