This open access book explores new research directions in social inequality and urban segregation. With the goal of fostering an ongoing dialogue between scholars in Europe and China, it brings together an impressive team of international researchers to shed light on the entwined processes of inequality and segregation, and the implications for urban development. Through a rich collection of empirical studies at the city, regional and national levels, the book explores the impact of migration on cities, the related problems of social and spatial segregation, and the ramifications for policy reform. While the literature on both segregation and inequality has traditionally been dominated by European and North American studies, there is growing interest in these issues in the Chinese context. Economic liberalization, rapid industrial restructuring, the enormous growth of cities, and internal migration, have all reshaped the country profoundly. What have we learned from the European and North American experience of segregation and inequality, and what insights can be gleaned to inform the bourgeoning interest in these issues in the Chinese context? How is China different, both in terms of the nature and the consequences of segregation inequality, and what are the implications for future research and policy? Given the continued rise of China’s significance in the world, and its recent declaration of war on poverty, this book offers a timely contribution to scholarship, identifying the core insights to be learned from existing research, and providing important guidance on future directions for policy makers and researchers.
Despite today's booming economy, secure work and upward mobility remain out of reach for many central-city residents. Urban Inequality presents an authoritative new look at the racial and economic divisions that continue to beset our nation's cities. Drawing upon a landmark survey of employers and households in four U.S. metropolises, Atlanta, Boston, Detroit, and Los Angeles, the study links both sides of the labor market, inquiring into the job requirements and hiring procedures of employers, as well as the skills, housing situation, and job search strategies of workers. Using this wealth of evidence, the authors discuss the merits of rival explanations of urban inequality. Do racial minorities lack the skills and education demanded by employers in today's global economy? Have the jobs best matched to the skills of inner-city workers moved to outlying suburbs? Or is inequality the result of racial discrimination in hiring, pay, and housing? Each of these explanations may provide part of the story, and the authors shed new light on the links between labor market disadvantage, residential segregation, and exclusionary racial attitudes. In each of the four cities, old industries have declined and new commercial centers have sprung up outside the traditional city limits, while new immigrant groups have entered all levels of the labor market. Despite these transformations, longstanding hostilities and lines of segregation between racial and ethnic communities are still apparent in each city. This book reveals how the disadvantaged position of many minority workers is compounded by racial antipathies and stereotypes that count against them in their search for housing and jobs. Until now, there has been little agreement on the sources of urban disadvantage and no convincing way of adjudicating between rival theories. This book offers a systematic analysis of the impact of work organization on the social stratification of individuals in urban China. It explains why economic and labor market segmentation is possible and necessary in state socialism at a certain stage of its development, as in market capitalism, and how important one's work unit or danwei is to the life of socialist workers in Chinese cities. Based on survey data, personal interviews, and official statistics, the author shows that structural allocation, status inheritance, educational achievement, political virtue, and interpersonal connections (guanxi) interplay in determining an individual's opportunities for entering and moving into a desirable place to work, for obtaining Communist party membership and an elite class status, and for receiving material compensation such as wages, bonuses, fringe benefits, housing, and home locations.
This open access book investigates the link between income inequality and socio-economic residential segregation in 24 large urban regions in Africa, Asia, Australia, Europe, North America, and South America. It offers a unique global overview of segregation trends based on case studies by local author teams. The book shows important global trends in segregation, and proposes a Global Segregation Thesis. Rising inequalities lead to rising levels of socio-economic segregation almost everywhere in the world. Levels of inequality and segregation are higher in cities in lower income countries, but the growth in inequality and segregation is faster in cities in high-income countries. This is causing convergence of segregation trends. Professionalisation of the workforce is leading to changing residential patterns. High-income workers are moving to city centres or to attractive coastal areas and gated communities, while poverty is increasingly suburbanising. As a result, the urban geography of inequality changes faster and is more pronounced than changes in segregation levels. Rising levels of inequality and segregation pose huge challenges for the future social sustainability of cities, as cities are no longer places of opportunities for all.
The Everyday Life of Urban Inequality explores how steadily increasing inequality and the spectacular pace of urbanization frame daily life for city residents around the world. Ethnographic case studies from five continents highlight the impact of place, the tools of memory, and the power of collective action as communities interact with centralized processes of policy and capital. American cities are rife with nonprofit organizations that provide services ranging from arts to parks, and health to housing. These organizations have become so ubiquitous, it can be difficult to envision a time when they were fewer, smaller, and more limited in their roles. Turning back the clock, however, uncovers both an eye-opening story of how the nonprofit sector became such a dominant force in American society, as well as a troubling one of why this growth occurred alongside persistent poverty and widening inequality. In present-day South Africa, urban development agendas have inscribed doctrines of desirable and undesirable life in city spaces and the public that uses the space. This book studies the ways in which segregated city spaces, displacement of people from their homes, and criminalization practices are structured and executed. Sara Dehkordi shows that these doctrines are being legitimized and legalized as part of a discursive practice and that the criminalization of lower-class members are part of that practice, not as random policing techniques of individual security forces, but as a technology of power that attends to the body, zooms in on it, screens it, and interrogates it.

This book examines trends and determinants of economic inequality in cities in Latin America, the world’s most unequal region. It explores how the gap between the haves and the have nots manifests in every part of urban life – from housing to schooling to employment. It asks why some cities have higher inequality than others and what we can learn from these differences as we push back against inequality. The book starts with reviewing the policies and forces that explain the rise and fall of inequality in Latin America since the 1990s and why progress in reducing inequality has stalled. It then focuses on Argentina’s cities and applies a set of quantitative tools to identify inequality determinants. It finds that intra-urban inequality generally mirrors national-level trends, but local idiosyncrasies related to a city’s labor market, informal employment, and social protection systems matter. It explores the promises and unintended consequences of slum upgrading initiatives in Buenos Aires’ Villa 20. The book presents lessons that can inform policies and practices in the region and beyond. With the spread of capitalism - a socio-economic system that produces both wealth and poverty simultaneously - the spatial dynamics of the "global(izing)" city are creating more division between social classes, not less. This means that in the 21st-century, large cities around the world exhibit intensifying spatial inequality taking the form of a wealthy, privileged urban core ringed by a periphery of lower-income denizens far removed from the city’s resources and amenities. This trend toward swelling socio-spatial division is especially pronounced in cities purporting to be "global", or in the case of Johannesburg, South Africa’s financial capital, a "world-class African city." Ironically, Johannesburg’s historical legacy of immense spatial inequality thanks to apartheid is the direction in which most "global(izing)" cities such as New York, Cairo, London, Shanghai, New Delhi, Jakarta, Lagos, Berlin, and São Paulo are headed. The globalization of neoliberal urban policy has made the city less welcoming, liveable, accessible and friendly for lower-income city residents. This book asks if Johannesburg can unstitch its complex urban fabric to create a city with more democratic public transport, affordable housing in desirable locations and safe, socially and racially integrated public spaces. These pithy, solidly researched, accessibly written essays are instructive for all those who are interested in questions of spatial justice, urban development, history and planning and the general goal of making cities more livable and accessible for urban dwellers of all income levels.
