This study is based on research carried out in planned and unplanned areas of Yombo Vituka, Dar es Salaam. It argues that adequate housing for the urban poor is a source of income generation and therefore a means of improving livelihoods.
Red tape is a significant stumbling block to the provision of affordable shelter to the urban poor and, indeed, slums are largely the result of inappropriate regulatory frameworks. This practice-oriented manual tackles the issue of regulatory frameworks for urban upgrading and new housing development, and how they impact on access to adequate, affordable shelter and other key livelihood assets, in particular for the urban poor. It illustrates two methods for reviewing regulatory frameworks and expounds guiding principles for effecting change, informed by action research. The downloadable resources contain case studies, methods, exercises and tools, references and website links, and a video on reviewing regulatory frameworks.

This open access book utilizes new data to thoroughly analyze the main factors currently shaping the African housing market. Some of these factors include the supply and demand for housing finance, land tenure security issues, construction cost conundrum, infrastructure provision, and low-cost housing alternatives. Through detailed analysis, the authors investigate the political economy surrounding the continent’s housing market and the constraints that behind-the-scenes policy makers need to address in their attempts to provide affordable housing for the majority in need. With Africa’s urban population growing rapidly, this study highlights how broad demographic shifts and rapid urbanization are placing enormous pressure on the limited infrastructure in many cities and stretching the economic and social fabric of municipalities to their breaking point. But beyond providing a snapshot of the present conditions of the African housing market, the book offers recommendations and actionable measures for policy makers and other stakeholders on how best to provide affordable housing and alleviate Africa’s housing deficit. Access to housing and to housing finance remains a challenge in African cities. This study examines the housing finance strategies of informal settlement dwellers in Dar es Salaam (Tanzania) and identifies a range of factors that enable or constrain actors to make investments in housing. Based on ethnographic, qualitative and quantitative research, this study provides detailed insights into individual housing biographies, and explains why some actors invest in housing, while others do not. It finally challenges widely accepted development concepts like the provision of housing microfinance, land regularisation, infrastructure upgrading and eviction and argues for a deeper understanding of everyday lives in order to improve housing conditions.
