This report provides an overview of important urban poverty questions. What defines urban poverty and how is urban poverty being measured? The report served as a background study for the International Policy Workshop on Urban Poverty and Inclusive Cities in Asia, organized by the Asian Development Bank and the International Poverty Reduction Center held from 24-25 June 2013 in Suqian, Jiangsu Province, the People's Republic of China.
This book looks at the major policy challenges facing developing Asia and how the region sustains rapid economic growth to reduce multidimensional poverty through socially inclusive and environmentally sustainable measures. Asia is facing many challenges arising from population growth, rapid urbanization, provision of services, climate change and the need to redress declining growth after the global financial crisis. This book examines poverty and related issues and aims to advance the development of new tools and measurement of multidimensional poverty and poverty reduction policy analysis. The book covers a wide range of issues, including determinants and causes of poverty and its changes; consequences and impacts of poverty on human capital formation, growth and consumption; assessment of poverty strategies and policies; the role of government, NGOs and other institutions in poverty reduction; rural-urban migration and poverty; vulnerability to poverty; breakdown of poverty into chronic and transitory components; and a comparative study on poverty issues in Asia and other regions. The book will appeal to all those interested in economic development, resources, policies and economic welfare and growth.
Urbanization occurs in tandem with development. Countries in Southeast Asia need to build - individually and collectively - the capacity of their cities and towns to promote economic growth and development, to make urban development more sustainable, to mitigate and adapt to climate change, and to ensure that all groups in society share in the development. This book is a result of a series of regional discussions by experts and practitioners involved in the urban and planning of their countries. It highlights urbanization issues that have implications for regional - including ASEAN - cooperation, and provides practical recommendations for policymakers. It is a first step towards assisting governments in the region to take advantage of existing collaborative partnerships to address the urban transformation that Southeast Asia is experiencing today.
Critical Reflections draws together the multi-disciplinary research of scholars working in/on cities across Southeast Asia. The fourteen essays collected in the volume are organised into three thematic sections: (re)conceptualisation, competition and intervention. Collectively, these reflections contribute to and interrogate the expanding urban and regional studies literature. The volume constitutes a critical corrective to the existing literature which all-too-often seeks to diagnose contemporary urban trends everywhere from a small number of, mostly Western, "paradigmatic cases". Yet, while acknowledging the increasing interconnectedness and shared global orientation of most cities in Southeast Asia, the volume is wary of positing an equally generalising regional model. Individually, these essays attend to the diversity of contemporary urban experiences in Southeast Asia.
Poverty and governance are both issues high on the agenda of international agencies and governments in the South. With urban areas accounting for a steadily growing share of the world's poor people, an international team of researchers focused their attention on the hitherto little-studied relationship between urban governance and urban poverty.In their timely and in-depth examination of ten cities in Africa, Asia and Latin America, they demonstrate that in many countries the global trends towards decentralization and democratization offer new opportunities for the poor to have an influence on the decisions that affect them. They also show how that influence depends on the nature of those democratic arrangements and decision-making processes at the local level, as well as on the ability of the poor to organize.The study involved interviews with key actors within and outside city governments, discussions with poverty groups, community organizations and non-governmental organizations (NGOs), as well as analyses of data on poverty, services and finance. This book presents insights, conclusions and practical examples that are of relevance for other cities. It outlines policy implications for national and local governments, NGOs and donor agencies, and highlights ways in which poor people can use their voice to influence the various institutions of city governance.
This book provides practical policy recommendations that are useful for developing Asia and for accelerating poverty reduction plans in the rest of the world. Poverty reduction in all its forms remains one of the greatest challenges facing humanity. In developing Asia, rapid growth in countries and sub-regions such as China, India, and Southeast Asia has lifted millions out of poverty, but progress has been uneven. On the other hand, the current coronavirus (COVID-19) pandemic and the global economic recession that it has caused are pushing millions of people back into poverty. Poverty reduction, inclusive growth, and sustainable development are inseparable, and poverty reduction is the premise for sustainable development. The Sustainable Development Goals (SDGs) are a bold commitment to finish what we started and end poverty in all forms and dimensions by 2030. However, because of the current global recession, the world is not on track to end poverty by 2030. Given the aforementioned situation, if we plan to achieve the no-poverty target in line with the SDGs, governments need to reconsider their policies and economies need to allocate their resources for this aim. Owing to the importance of the topic, this book provides several thematic and empirical studies on the roles of small and medium-sized enterprises, local businesses and trusts, international remittances and microfinance, energy security and energy efficiency in poverty reduction, and inclusive growth.
Governance on the Ground describes people at a local level working through municipal institutions to take more responsibility for their own lives and environment. This study reports what social scientists in eight local networks found when they chose their own subjects for a worldwide comparative study of institutional reform at the local level. Governance on the Ground is the culminating product of the Global Urban Research Initiative, a major 10-year research effort that created a worldwide network of some 400 social scientists.
