Cities in Sub-Saharan Africa are experiencing rapid population growth. Yet their economic growth has not kept pace. Why? One factor might be low capital investment, due in part to Africa's relative poverty: Other regions have reached similar stages of urbanization at higher per capita GDP. This study, however, identifies a deeper reason: African cities are closed to the world. Compared with other developing cities, cities in Africa produce few goods and services for trade on regional and international markets To grow economically as they are growing in size, Africa's cities must open their doors to the world. They need to specialize in manufacturing, along with other regionally and globally tradable goods and services. And to attract global investment in tradables production, cities must develop scale economies, which are associated with successful urban economic development in other regions. Such scale economies can arise in Africa, and they will--if city and country leaders make concerted efforts to bring agglomeration effects to urban areas. Today, potential urban investors and entrepreneurs look at Africa and see crowded, disconnected, and costly cities. Such cities inspire low expectations for the scale of urban production and for returns on invested capital. How can these cities become economically dense--not merely crowded? How can they acquire efficient connections? And how can they draw firms and skilled workers with a more affordable, livable urban environment? From a policy standpoint, the answer must be to address the structural problems affecting African cities. Foremost among these problems are institutional and regulatory constraints that misallocate land and labor, fragment physical development, and limit productivity. As long as African cities lack functioning land markets and regulations and early, coordinated infrastructure investments, they will remain local cities: closed to regional and global markets, trapped into producing only locally traded goods and services, and limited in their economic growth.

This book investigates urban tourism development in Sub-Saharan Africa, highlighting the challenges and risks involved, but also showcasing the potential benefits. Whilst much is written on Africa’s rural environments, little has been written about the tourism potential of the vast natural, cultural and historical resources in the continent’s urban areas. Yet these opportunities also come with considerable environmental, social and political challenges. This book interrogates the interactions between urban risks, tourism and sustainable development in Sub-Saharan African urban spaces. It addresses the underlying issues of governance, power, ownership, collaboration, justice, community empowerment and policies that influence tourism decision-making at local, national and regional levels. What are the central obstacles that prevent African cities and towns from becoming sustainable engines of economic growth and prosperity? "Capital cities today remain central to both nations and states. They host centres of political power, not only national, but in some cases regional and global as well, thus offering major avenues to success, wealth and privilege. For these reasons capitals simultaneously become centres of "counter-power", locations of high-stakes struggles between the government and the opposition. This volume focuses on capital cities in nine sub-Saharan African countries, and traces how the power vested in them has evolved through different colonial backgrounds, radically different kinds of regimes after independence, waves of popular protest, explosive population growth and in most cases stunted economic development. Starting at the point of national political emancipation, each case study explores the complicated processes of nation-state building through its manifestation in the "urban geology" of the city - its architecture, iconography, layout and political use of urban space. This book’s point of departure rests on the premises that dimensions of the mainstream inclusive city discourse fail to capture in detail vulnerable clusters of society (being women, children, and the aging), the minority clusters (i.e., the blind, the disabled), and migrants. In addition, it fails to recognize the increase of spatial inequality driven by racial and class differences—a factor that has seen an increase in community violence and protests. The focus on spatial inequality has, for a long time, blind-folded urban authorities to ignore exclusion arising out of the same environments created with a notion of creating inclusivity. Hence this book “collapses spatial walls” as it seeks to uncover the true perspectives of inclusivity in cities beyond spatial dimensions but within social realms. The depth of this book’s enquiry rests on its critical investigation of Southern African cities’ through historical epochs of apartheid and colonialism in the region.
