In a knowledge-based economy, universities are vital institutions. This volume explores the roles that universities can play in peripheral regions, contributing to processes of regional economic development and innovative growth. This book combines the human development approach and innovation economics in order to explore the effects that structural economic change has on human development. While economic diversification can provide valuable new social choices and capabilities, it also tends to lead to more complex decision processes and changes to the set of capabilities required by people to self-determine their future. Within this process of structural transformation, social networks are crucial for accessing information and social support, but networks can also be a root cause of exclusion and inequality reproduction. This implies the need to encourage innovation and economic diversification beyond production expansion, focusing on the promotion of human agency and social inclusion. This book provides such a modern perspective on development economics, emphasizing the role of social networks, economic diversity and entrepreneurship for social welfare. The author discusses how innovation, social networks, economic dynamics and human development are interlinked, and provides several practical examples of social and micro-entrepreneurship in contexts as diverse as Peruvian rural villages and Brazil’s urban areas. The interdisciplinary perspective put forward in this book illustrates theoretical and methodological methods of exploring the complexity of development in a practical and relevant way. It also provides useful information about structural factors which need to be considered by practitioners when designing pro-poor growth policies. Databases and information systems are the backbone of modern information technology, and are crucial to the IT systems which support all aspects of our everyday life; from government, education and healthcare, to business processes and the storage of our personal photos and archives. This book presents 27 of the best revised papers selected from the 43 papers accepted following stringent peer review for the 2012 International Baltic Biennial Conference on Databases and Information Systems (Baltic DB&IS 2012), held in Vilnius, Lithuania, in July 2012. More than ever, international security and economic prosperity depend upon safe access to the shared domains that make up the global commons: maritime, air, space, and cyberspace. Together these domains serve as essential conduits through which international commerce, communication, and governance prosper. However, the global commons are congested, contested, and competitive. In the January 2012 defense strategic guidance, the United States confirmed its commitment “to continue to lead global efforts with capable allies and partners to assure access to and use of the global commons, both by strengthening international norms of responsible behavior and by maintaining relevant and interoperable military capabilities.” In the face of persistent threats, some hybrid in nature, and their consequences, Conflict and Cooperation in the Global Commons provides a forum where contributors identify ways to strengthen and maintain responsible use of the global commons.
