Free trade has become the mantra of development strategy for many countries in the world, especially those in the Asia Pacific. This book delves into the American side of the story. It is about how Singapore and the United States came to sign the agreement in 2003 (taking effect from 1 January 2004). The United States - Singapore Free Trade Agreement (USSFTA) is the first FTA that America signed with an Asian country and the second such agreement with a fully developed country, after Canada. The city-state has used a free trade agreement as both a national survival and a growth strategy, first forging such FTA ties with its major trading partners and then expanding its strategic link to such extra-regional great powers as the United States, Japan, Australia, China, India, and the European Union. Both Singapore and the United States saw in FTAs something more than just merchandise trade.

This book is an annual effort by the economists from the Nanyang Technological University to provide analysis, interpretations and insights on contemporary economic issues affecting Singapore.In 2010, Singapore's economy was just recovering from the sharp economic downturn in 2008/09 caused by the Global Financial Crisis. The global economic outlook in the short and medium term remained uncertain and the risk of another economic or financial crisis remains high. Thus, one of the key themes of this book is to study economic crises and financial crises, and the policy measures that are available to manage them.Looking ahead, in order to ensure long term growth and prosperity for Singapore's economy, microeconomic policy adjustments and fine-tuning is still needed to build a competitive and resilient nation. Therefore, the second key theme of the book is to review several public policies in Singapore, such as competition, healthcare, training, free trade agreements, state capitalism and inequality.

For several centuries, international relations has been primarily the purview of nation-states. Key powers have included at various times Great Britain, France, Japan, China, Russia (then the U.S.S.R., and then Russia again), and the nation most influential in international relations for the past several decades has been the United States. But in a world growing smaller, with a globalizing system increasing in complexity by the day, the nation-state paradigm is not as dominant as it once was. In Asia in Washington, longtime Asia analyst Kent Calder examines the concept of "global city" in the context of international affairs. The term typically has been used in an economic context, referring to centers of international finance and commerce such as New York, Tokyo, and London. But Calder extends the concept to political centers as well—particularly in this case, Washington, D.C. An unacknowledged key feature of East Asian FTA diplomacy is the region's active cross-regional preferential trading relations. In sharp contrast to the Americas and Europe, where cross-regional initiatives gained strength after the consolidation of regional trade integration, East Asian governments negotiate trade deals with partners outside of their region at an early stage in their FTA policies. The book asks three main questions: Are there regional factors in East Asia encouraging countries to explore cross-regionalism early on? What are the most important criteria behind the cross-regional partner selection? How do cross-regional FTSs (CRTAs) influence their intra-regional trade initiatives? Through detailed country case studies from China, Japan, South Korea, Singapore, Thailand and Malaysia, we show the ways in which these governments seek to leverage their CRTAs in the pursuit of intra-regional trade integration objectives, a process that yields a much more permeated regionalism.
