That whenever the proper authorities of a State shall sur render to the United States the use of the buildings and disinfecting apparatus at a State quarantine station, the Secretary of the Treasury shall be authorized to receive them and to pay a reasonable compensa tion to the State for their use, if in his opinion they are necessary to the United States.
