This historical study examines America’s Cold War diplomacy and covert operations intended to lure Cambodia from neutrality to alliance. Although most Americans paid little attention to Cambodia during Dwight D. Eisenhower’s presidency, the global ideological struggle with the Soviet Union guaranteed US vigilance throughout Southeast Asia. Cambodia’s leader, Norodom Sihanouk, refused to take sides in the Cold War, a policy that disturbed US officials. From 1953 to 1961, his government avoided the political and military crises of neighboring Laos and South Vietnam. However, relations between Cambodia and the United States suffered a blow in 1959 when Sihanouk discovered CIA involvement in a plot to overthrow him. The failed coup only increased Sihanouk’s power and prestige, presenting new foreign policy challenges in the region. In Eisenhower and Cambodia, William J. Rust demonstrates that covert intervention in the political affairs of Cambodia proved to be a counterproductive tactic for advancing the United States’ anticommunist goals. Drawing on recently declassified sources, Rust skillfully traces the impact of “plausible deniability” on the formulation and execution of foreign policy. His meticulous study not only reveals a neglected chapter in Cold War history but also illuminates the intellectual and political origins of US strategy in Vietnam and the often-hidden influence of intelligence operations in foreign affairs.
When the Khmer Rouge came to power in Cambodia in 1975, they inherited a war-ravaged and internationally isolated country. Pol Pot’s government espoused the rhetoric of self-reliance, but Democratic Kampuchea was utterly dependent on Chinese foreign aid and technical assistance to survive. Yet in a markedly asymmetrical relationship between a modernizing, nuclear power and a virtually premodern state, China was largely unable to use its power to influence Cambodian politics or policy. In Brothers in Arms, Andrew Mertha traces this surprising lack of influence to variations between the Chinese and Cambodian institutions that administered military aid, technology transfer, and international trade. Today, China’s extensive engagement with the developing world suggests an inexorably rising China in the process of securing a degree of economic and political dominance that was unthinkable even a decade ago. Yet, China’s experience with its first-ever client state suggests that the effectiveness of Chinese foreign aid, and influence that comes with it, is only as good as the institutions that manage the relationship. By focusing on the links between China and Democratic Kampuchea, Mertha peers into the “black box” of Chinese foreign aid to illustrate how domestic institutional fragmentation limits Beijing’s ability to influence the countries that accept its assistance.
In 2017, the Royal Government of Cambodia published a new Social Protection Policy Framework (SPPF), providing an ambitious vision for a social protection system in which a comprehensive set of policies and institutions operate in sync with each other to sustainably reduce poverty and vulnerability.The Social Protection System Review of Cambodia prompts and answers a series of questions that are crucial for the implementation ofthe framework : How will emerging trends affect the needs for social protection, now and into the future? To what extent are Cambodia’s social protection instruments able – or likely – to address current and future livelihood challenges? How does fiscal policy affect social protection objectives? This review provides a contribution to the ongoing policy dialogue on social protection, sustainable growth and poverty reduction. It includes four chapters. Chapter 1 is a forward-looking assessment of Cambodia’s social protection needs. Chapter 2 maps the social protection sector and examines its adequacy. An investigation of the distributive impact of social protection and tax policy is undertaken in Chapter 3. The last chapter concludes with recommendations for policy strategies that could support the establishment of an inclusive social protection system in Cambodia, as envisaged by the SPPF.

The Khmer Rouge imprisoned, enslaved, and murdered the educated and intellectual members of the population, resulting in the harrowing "killing fields"–rice paddies where the harvest yielded nothing but millions of skulls. Young Sichan Siv–a target since he was a university graduate–was told by his mother to run and "never give up hope!" Captured and put to work in a slave labor camp, Siv knew it was only a matter of time before he would be worked to death–or killed. With a daring escape from a logging truck and a desperate run for freedom through the jungle, including falling into a dreaded pungi pit, Siv finally came upon a colorfully dressed farmer who said, "Welcome to Thailand." He spent months teaching English in a refugee camp in Thailand while regaining his strength, eventually Siv was allowed entry into the United States. Upon his arrival in the U.S., Siv kept striving. Eventually rising to become a U.S. ambassador to the United Nations, Siv returned with great trepidation to the killing fields of Cambodia in 1992 as a senior representative of the U.S. government. It was an emotionally overwhelming visit.
