This book covers intangible cultural heritage (ICH) governance through an Asia-Pacific context, making reference to the historical development of the international instruments guiding ICH policy. With a review of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage’s development, this work provides an understanding into why the Convention is the way it is, how it is developing, and how to apply it in different situations. Furthermore, dedicating sections to explain good governance and the manner through which the 2003 Convention hopes to influence good governance in the ICH field, the book will help readers to understand the major issues and barriers to good governance in this field. In addition, the case studies integrated in this volume provide tools and context with which to analyze ICH and ICH governance. Overall, the central questions answered in this work are ‘What is governance in terms of ICH safeguarding?’ and ‘How do interactions between global and local governance develop?’ The included experimental strategies for enhancing ICH safeguarding governance offer a glimpse into what may be possible. As the 2003 Convention is still relatively young, there is a need for in-depth research that covers the core governance issues that have arisen over the past decade. This book, being unique in its direct focus on ICH governance, will help fill this information gap and give readers a concise reference point for such issues.
Economic growth and the creation of wealth have cut global poverty rates, yet vulnerability, inequality, exclusion and violence have escalated within and across societies throughout the world. Unsustainable patterns of economic production and consumption promote global warming, environmental degradation and an upsurge in natural disasters. Moreover, while we have strengthened international human rights frameworks over the past several decades, implementing and protecting these norms remains a challenge.These changes signal the emergence of a new global context for learning that has vital implications for education. Rethinking the purpose of education and the organization of learning has never been more urgent. This book is inspired by a humanistic vision of education and development, based on respect for life and human dignity, equal rights, social justice, cultural diversity, international solidarity and shared responsibility for a sustainable future. It proposes that we consider education and knowledge as global common goods, in order to reconcile the purpose and organization of education as a collective societal endeavour in a complex world.
While considerable research and on-ground project work focuses on the interface between Indigenous/local people and nature conservation in the Asia-Pacific region, the interface between these people and cultural heritage conservation has not received the same attention. This collection brings together papers on the current mechanisms in place in the region to conserve cultural heritage values. It will provide an overview of the extent to which local communities have been engaged in assessing the significance of this heritage and conserving it. It will address the extent to which management regimes have variously allowed, facilitated or obstructed continuing cultural engagement with heritage places and landscapes, and discuss the problems agencies experience with protection and management of cultural heritage places.

Religious diversity is now a social fact in most countries of the world. While reports of the impact of religious diversity on Europe and North America are reasonably well-known, the ways in which Southeast Asia and Asia Pacific are religiously diverse and the ways this diversity has been managed are not. This book addresses this lack of information about one of the largest and most diverse regions of the world. It describes the religious diversity of 27 nations, as large and complex as Indonesia and as small as Tuvalu, outlining the current issues and the basic policy approaches to religious diversity. Southeast Asia and the Pacific Islands are portrayed as a living laboratory of various religious blends, with a wide variance of histories and many different approaches to managing religious diversity. While interesting in their own right, a study of these nations provides a wealth of case studies of diversity management – most of them stories of success and inclusion.
The World Heritage community is currently adopting policies to mainstream human rights as part of a wider sustainability agenda. This interdisciplinary book combines a state of the art review of World Heritage policy and practice at the global level with ethnographic case studies from the Asia-Pacific region by leading scholars in the field. By joining legal reviews, anthropology and practitioner experience through in-depth case studies, it shows the diversity of human rights issues in both natural and cultural heritage sites. From site-designation to their conservation and management, the book explores the various rights issues and analyses the diverse social, cultural and legal challenges and responses at both regional and global level. As demand for tertiary education continues to rise across Asia, countries are expanding their higher education systems outwards by constructing new universities, hiring more faculty and encouraging private provision. Many of these systems are also moving upwards by introducing new graduate programmes to ensure that there are enough qualified professors and researchers for the future. Based on data from the UNESCO Institute for Statistics (UIS) and a diverse range of national and international sources, this report provides a comprehensive view to evaluate different strategies to expand graduate education. Special focus is given to middle-income countries in the region which have recently experienced the most dramatic growth through an innovative mix of policies. For example, interventions aimed at improving university rankings may be controversial but are nonetheless reshaping university reforms. The report highlights the pros and cons by comparing the three most commonly-used university ranking systems. Across the region, countries are not simply seeking to accommodate more students - they are striving to build top-quality universities that can produce the research and workforce needed for national economic development. So this report presents a range of data to better evaluate the economic benefits flowing from university research, as well as the spillover effects to the private sector. The authors also analyse the ways in which international collaboration can boost the productivity and quality of university-based research. Overall, this report provides the data and analysis to help countries weigh the balance of different policies to expand their higher education systems.
Drawing from eleven rich case studies in Asia, this book is the first to explore how heritage is used as aid and diplomacy by various agencies to produce knowledge, power, values and geopolitics in the global heritage regime. It represents an interdisciplinary endeavour to feature a diversity of situations where cultural heritage is invoked or promoted to serve interests or visions that supposedly transcend local or national paradigms. This collection of articles thus not only considers processes of “UNESCO-ization” of heritage (or their equivalents when conducted by other international or national actors) by exploring the diplomatic and developmentalist politics of heritage-making at play and its transformational impact on societies. It also describes how local and outside states often collude with international mechanisms to further their interests at the expense of local communities and of citizens’ rights. Heritage as Aid and Diplomacy in Asia explores the following questions: Under the current international heritage regime, what are the mechanisms of—and the manipulations that take place within—ideological, political and cultural transmissions? What is heritage diplomacy and how can we conceptualize it? How do the complicated history and colonial past of Asia constitute the current practices of heritage diplomacy and shape heritage discourse in Asia? How do international organizations, nation-states, NGOs, heritage brokers and experts contribute to the history of the global heritage discourse? How has the flow of global knowledge been transferred and transformed? And how does the global hierarchy of cultural values function?
