This Handbook provides a comprehensive overview of how water, energy and food are interconnected, comprising a coherent system: the nexus. It considers the interlinkages between natural resources, governance processes seeking coherence among water, energy and food policies, and the adoption of transdisciplinary approaches in the field.
This two-volume set describes a flexible and adaptive system-based methodology and associated guidelines for the management and allocation of community-based WELF resources. Over the next 50 years, rapid population, urbanization, and economic growth worldwide will create unprecedented demands for water, energy, land, and food (WELF) resources. The discussion on how to meet human needs for WELF resources and how to guarantee their respective securities has changed over time from looking at all four sectors in isolation to understanding their interdependency through the so-called WELF nexus. The approach presented in this book responds to the overall agreement in the WELF nexus literature that the management and allocation of WELF resources at the community level need to be examined in a more systemic, multidisciplinary, participatory, and practical manner while seeking to increase synergies and reduce trade-offs. This book was written to explore the value proposition of that approach. Volume 1 focuses on defining the landscape in which the nexus operates and outlines the proposed methodology. Volume 2 explores the quantitative and qualitative modeling of the nexus and landscape using system modeling tools including system dynamics. It presents a road map for the formulation, simulation, selection, and ranking of possible intervention plans. The proposed methodology is designed to serve as a guide for different groups involved in the science and policy decision aspects of the WELF nexus within the context of community development. The methodology focuses mostly on WELF-related issues in small-scale and low-income communities where securing resources is critical to their short- and long-term livelihood and development.
A global water crisis with far-reaching and interconnected environmental, social, health and economic impacts threatens the world. Healthy ecosystems and ecosystem services are degrading, and access to a sustainable water supply is increasingly inequitable both within and between States. This book demonstrates how to overcome the global freshwater ecosystem crisis by matching the scientific recommendations with an international legal framework fit for the task, which re-orientates international water law towards a stronger ecosystem approach that also protects vulnerable societies. The book discusses sustainability and law in a multifaceted way. Together, sustainability and law are an emerging challenge for research and science. This volume contributes through an interdisciplinary concept to its further exploration. The contributions explore this exciting domain with innovative ideas and replicable approaches. It combines a variety of authors, from both the public and the private sectors, and thereby guarantees a broad view that enshrines the more theoretical arguments from the academic side as well as stronger practical applicable perspectives. The book provides space for thoughtful expansions of established theories as well as the hopeful emergence of innovative ideas. Moreover, the combination of three to five contributions into the eleven parts respectively aims toward a compression of like minded thoughts. "This Synthesis publication covers lessons on interlinkages, trade-offs and benefits in managing water, energy and land/agriculture, as well as on protecting the environment derived from several transboundary river basins in Southern Europe, the Caucasus and Central Asia, and one aquifer system in North Africa. These lessons are the result of the collective experience of Parties to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) and other States, joint bodies for transboundary cooperation, and other stakeholders who participated in carrying out these assessments from 2013 to 2018. This publication also consolidates the methodology which was developed under the Water Convention specifically for the purpose of assessing nexus issues and identifying solutions in transboundary basins. Its development involved a broad range of expertise, gradual refinement upon use, and an intergovernmental review process. The publication was developed in response to a decision by the Meeting of the Parties in 2015 to promote the application of the methodology in other basins worldwide through the sharing of experiences. The publication also aims to foster follow-up action to the nexus assessments. A key dimension of the methodology is the facilitation of multistakeholder dialogues, which convene sector Ministries from riparian countries with often diverging interests in developing and benefitting from a river basin ΜΆ be it for irrigated agriculture, eco-tourism or energy generation. With the nexus approach, trade-offs and impacts but also mutual interests are identified. This step is subsequently followed by determining jointly with the authorities and stakeholders packages of policy and technical measures to address the problems identified. This intersectoral transboundary dialogue is coupled with a structured analysis, considering technical aspects and governance across sectors. With this composition, the participatory assessment of the nexus applying the methodology provides a better basis from which to address the common challenges of coherence between sectoral policies (as well as between environment and climate policies) and integrated planning. Related shortcomings result in negative impacts causing friction between riparian countries, inefficiencies at different levels, and missed opportunities for more sustainable and cooperative development. The international community explicitly calls for a nexus approach in efforts to implement the Sustainable Development Goals (SDGs). The assessment process can assist countries seeking to initiate, broaden or revisit transboundary cooperation. Furthermore, the resulting insights can also help reinforce national efforts to optimize resource use (e.g. through improved efficiency), improve policy coherence and achieve co-management benefits.
