This book offers a comprehensive overview of UK defence exports, as an example of the international trade in defence capabilities. The work explores the subject of defence exports from the UK through various lenses, ranging from ethics, geopolitics, and national resilience to technology transfer, industrial partnering and military cooperation. This book outlines the threats from information warfare faced by the West and analyses the ways it can defend itself. Existing on a spectrum from communication to indoctrination, information can be used to undermine trust, amplify emotional resonance, and reformulate identities. The West is currently experiencing an information war, and major setbacks have included: ‘fake news’; disinformation campaigns; the manipulation of users of social media; the dissonance of hybrid warfare; and even accusations of ‘state capture’. Nevertheless, the West has begun to comprehend the reality of what is happening, and it is now in a position defend itself. In this volume, scholars, information practitioners, and military professionals define this new war and analyse its shape, scope, and direction. Collectively, they indicate how media policies, including social media, represent a form of information strategy, how information has become the ‘centre of gravity’ of operations, and why the further exploitation of data (by scale and content) by adversaries can be anticipated. For the West, being first with the truth, being skilled in cyber defence, and demonstrating virtuosity in information management are central to resilience and success. From De Gaulle onwards, France’s strategic independence has been predicated on self-sufficiency in modern weapons. To achieve and maintain the requisite defence-industrial base, in the context of limited domestic orders, Paris sought to promote the export of its arms. During the Cold War, this underpinned but was also an expression of France’s determination to resist bipolar domination. France offered customers around the world an alternative to reliance on one superpower or the other; and in doing so it generated the revenue to support an extensive domestic arms industry. The end of the Cold War ushered in fundamental changes, however: Western defence spending shrank and the global market was turned upside down. While France’s arms-export policy was less affected by human-rights concerns than other democracies, it was not immune to pressures stemming from the consolidation of Europe’s defence-industrial base and the increased interest of the EU in regulating the arms trade. This Adelphi book considers how France has responded to changing political and market circumstances in the way that it promotes and controls the export of weapons. It examines the rationale for considering a liberal arms-export policy as essential to French independence, and the institutional arrangements that underpinned this. It tracks the dramatic changes in the global arms market since 1990, in terms of demand and market competition, and charts the response of the French government to these changes. The book underlines how the French machinery of government, as a directing force behind the defence industry, has been resistant to the notion of export restraint – even in the case of sales to authoritarian regimes. However, it argues that France now faces a dilemma over whether to continue with a long-successful course, or to moderate its independence through greater collaboration to bolster European integration and better compete globally.
This book examines the key dimensions of 21st century war, and shows that orthodox thinking about war, particularly what it is and how it is fought, needs to be updated. Accelerating societal, economic, political and technological change affects how we prepare, equip and organise for war, as well as how we conduct war – both in its low-tech and high-tech forms, and whether it is with high intensity or low intensity. At present arms and defence-related technologies cannot be exported from the US without an export licence. The system is burdensome and time consuming and discourages US/UK industrial collaboration. This report examines the UK/US Defence Trade Cooperation Treaty, which would seek to establish a new framework for arms trade and technology transfer between US and UK by removing the need for a licence in certain categories. Treaty is only a framework agreement as the detailed operation is still to be set out in Implementing Arrangements. In the expectation of satisfactory Implementing Arrangements the Committee endorse the Treaty.
