In this report, the CSIS International Security Program analyzes Russian undersea intentions and capabilities in the near to mid-term and the ability of NATO and partner nations to respond effectively. The assessment identifies gaps in current Western organizations, capabilities, and posture and offers recommendations as to how NATO and partner nations can meet the Russian challenge in the undersea domain.
The resurgence of Russian power in the Arctic and High North will be a key consideration for NATO planners. The Alliance’s northern flank represents both a potential vulnerability due to its relative isolation and an area in which NATO enjoys options for horizontal escalation in a conflict. Moreover, as the effects of climate change create opportunities for both navigation and resource extraction, peacetime control over the Northern Sea Route (NSR) and a contest to establish effective administrative control in this area are likely. Disagreements regarding the degree of Russia’s jurisdiction over the NSR could, for example, simmer into a form of sub-threshold competition. The purpose of this Whitehall Paper will be to examine the balance of power between NATO and Russia in this critical region in order to establish the level of ambition that the capabilities being developed by Russia can support.
Surprise has always been an element of warfare, but the return of great power competition—and the high-level threat that it poses—gives urgency to thinking about surprise now. Because the future is highly uncertain, and great powers have not fought each other for over 70 years, surprise is highly likely in a future great power conflict. This study, therefore, examines potential surprises in a great power conflict, particularly in a conflict’s initial stages when the interaction of adversaries’ technologies, prewar plans, and military doctrines first becomes manifest. It is not an attempt to project the future. Rather, it seeks to do the opposite: explore the range of possible future conflicts to see where surprises might lurk.
Twenty-five years of relative calm and predictability in relations between Russia and the West enabled European governments largely to neglect their military capabilities for territorial defense and dramatically redraw Northern Europe’s multilateral, regional, and bilateral boundaries, stimulating new institutional and cooperative developments and arrangements. These cooperative patterns of behavior occurred amid a benign security environment, a situation that no longer obtains. Following Russia’s annexation of Crimea, its military incursion into eastern Ukraine, its substantial military modernization efforts, heightened undersea activity in the North Atlantic and Baltic Sea, and its repeated air violations, the region’s security environment has dramatically worsened. The Baltic Sea and North Atlantic region have returned as a geostrategic focal point. It is vital, therefore, that the United States rethink its security approach to the region—what the authors describe as an Enhanced Northern Presence.
The Trump administration’s FY 2019 budget proposal laid out a set of priorities. To pay for these initiatives, the FY 2019 defense budget rose 14 percent above the FY 2017 level. The Congress generally endorsed the administration's approach. However, the choices showed that there is no escaping the tradeoff among readiness, modernization, and force structure. This study examines the changes in the FY 2019 budget for each of the military services, DOD civilians, and contractors, how the budget shapes the forces, and the challenges ahead for building and maintaining the forces needed to implement the administration's stated strategy.

These three NATO members form the territorial rim around the North Atlantic and its peripheral seas. All are maritime nations that have historically taken prime responsibility for security in the region and together with Iceland they form the front line to a resurgent Russian maritime capability. These three counties, with support from the rest of the northern region, must take the lead to ensure that NATO and its partners devote sufficient resources to this aspect of NATO‘s area of responsibility.
