The Paris Framework for Climate Change Capacity Building pioneers a new era of climate change governance, performing the foundational job of clarifying what is meant by the often ad-hoc, one-off, uncoordinated, ineffective and unsustainable practices of the past decade described as 'capacity building' to address climate change. As an alternative, this book presents a framework on how to build effective and sustainable capacity systems to meaningfully tackle this long-term problem. Such a reframing of capacity building itself requires means of implementation. The authors combine their decades-long experiences in climate negotiations, developing climate solutions, climate activism and peer-reviewed research to chart a realistic roadmap for the implementation of this alternative framework for capacity building. The United Nations World Water Assessment Programme (WWAP) is hosted and led by UNESCO. WWAP brings together the work of 31 UN-Water Members as well as 37 Partners to publish the United Nations World Water Development Report (WWDR) series. Under the theme Water for Sustainable Development, the WWDR 2015 has been prepared as a contribution from UN-Water to the discussions surrounding the post-2015 framework for global sustainable development. Highlighting water's unique and often complex role in achieving various sustainable development objectives, the WWDR 2015 is addressed to policy- and decision-makers inside and outside the water community, as well as to anyone with an interest in freshwater and its many life-giving benefits. The report sets an aspirational yet achievable vision for the future of water towards 2050 by describing how water supports healthy and prosperous human communities, maintains well functioning ecosystems and ecological services, and provides a cornerstone for short and long-term economic development. It provides an overview of the challenges, issues and trends in terms of water resources, their use and water-related services like water supply and sanitation. The report also offers, in a rigorous yet accessible manner, guidance about how to address these challenges and to seize the opportunities that sound water management provides in order to achieve and maintain economic, social and environmental sustainability.
Over the past 25 years, Uganda has experienced sustained economic growth, supported by a prudent macroeconomic framework and propelled by consistent policy reforms. Annual Gross Domestic Product (GDP) growth averaged 7.4 percent in the 2000s, compared with 6.5 in the 1990s. Economic growth has enabled substantial poverty reduction, with the proportion of people living in poverty more than halving from 56 percent in the 1992 to 23.3 percent in 2009. However, welfare improvements have not been shared equally; there is increasing urban rural inequality and inequality between regions. Revitalizing economic growth and tackling persistent poverty will require addressing a number of challenges. These include alleviating infrastructure bottlenecks; increasing agricultural productivity; managing land, water and other natural resources; addressing demographic challenges; and confronting governance issues. The development and management of water resources is intimately linked to Uganda's continued development ambitions. Water can be both a positive force-providing productive input to agriculture, industry, energy and tourism, and sustaining human and environmental health-as well as a destructive one-to which the devastating consequences of floods and droughts can attest. The National Water Resources Assessment (NWRA) estimates that Uganda's total renewable water resources are about 43 million cubic meters (MCM), less than was estimated in the Ministry of Water and Environment's (MWE's) Sector Investment Plan (SIP) in 2009. About 13 percent of this is sustainable groundwater (5.67 MCM) and the balance is surface water (37.41 MCM). About one half of all districts in Uganda experience annual rainfall deficits-the difference between evapotranspiration and rainfall-ranging from slightly above zero to 400 mm. The frequency of rainfall anomalies below normal (or long-term annual average) is significantly greater than the frequency of rainfall anomalies higher than normal. The Uganda water Country Assistance Strategy (CAS) aims to assist the Government of Uganda (GoU) in identifying priority actions for building on successful outcomes, tackling remaining challenges, and exploiting opportunities in Uganda's water sector. The objective of the water CAS is to define the World Bank's strategic role in supporting GoU to better manage and develop its water resources. The recommendations of the water CAS are complementary to the World Bank Uganda Country Assistance Strategy (CAS) 2011-15 priorities for Uganda and consistent with the country's development objectives as defined in the National Development Plan (NDP) and water and related sector plans and strategies, which form the foundation of the World Bank Uganda CAS.
Projects implementation in may Sub Saharan countries are always established to allieviate perceived need. In the case of water, the aim is to provide clean safe water to communities in needs. In most rural areas and in conflict prone areas, such kind of projects faces enormous challanges. South Sudan have been in war for decade and sectorian conflict affect many communities living in the rural areas. A number of factors affect the management of community water projects. Some of these risk factors are associated with conflict and continued political unrest in many sub saharan Africa. The most striking ones include competition among water service providers, use sub-standard equipment, political leaders interferences, limited finances, insufficient use of existing policies, incomplete project implementation and poor governance. The book is derived from a study carried in order to dentifiy, analyse and respond to risks arising either positively or negatively that affect the water projects rendering community at risk. A mixed research methods that involved both primary and secondary data sources was used to collect date for this book. A purposive sampling method used utilizing semi-structured questionnaires and interviews in order to collect releveance data and analyze the risks involved in the community water kiosks in South Sudan. Successsful community water project require holistic approach that should involves all the stakeholders, strengheneing institutional capacity and enactment of better laws and regulations including contract laws. In addition the use of modern business tools and techniques including cost management, operational management, risk management and project management can greatly enhance the performance of the water kiosk projects.
