The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) encourages the mainstreaming of environmental, cultural, and social considerations in every aspect of transportation planning and development. ISTEA has paved the way for non-traditional projects by creating "flexible funding". This unprecedented tool enables state and local decision makers to look beyond traditional highway and transit agendas.
