Excerpt from Twentieth Annual Report of the United States Civil Service Commission: July 1, 1902, to June 30, 1903 The improvement over former years in the general observance of the civil-service act and rules noted in the last report has continued. This improvement is shown not only in the marked decrease in the number of complaints of Violations of the act or rules, but in the fact that but few complaints appeared to be well founded, while the num ber of serious offenses has been materially reduced.
