Water is a strategic natural resource of vital importance to all nations. As such it has been the cause of several international disputes. For Turkey especially, water is crucial to social and economic development. Turkey’s current national water regime that emphasises water resources development and management for productive uses, however, faces growing environmental concerns and international criticism regarding transboundary water cooperation. Furthermore, EU accession requires Turkey to adopt an extensive and ambitious body of EU water law. To understand Turkey’s position to international water law, the national policies and socio-economic circumstances that impact water resources management need to be considered. Taking over 10 years to develop, the new EU Water Framework Directive is the most significant legal instrument in the water field to emerge from Brussels for some time and will have a profound effect on how water is managed in Europe over the next 25 years. The book outlines its basic features. It explains how the current approach to water management will have to change in order that European Member states and those countries currently in accession negotiations can meet the requirements of the directive, describing a number of examples of current practices as possible systems which could be used in the new approach. The concept of river basin management is outlined, and the potential institutional problems associated with implementing such a system are discussed including the problems associated with cross-border river basins, a common situation in Europe. Examples of existing river basin authorities and international collaboration are given as possible models. The directive requires the establishment of programmes of measures to improve water status. Some countries already use such a concept, and examples are quoted. As a result of its implementation, the directive aims to achieve good water status in all natural surface waters and groundwater in 15 years. For surface waters, the definition of 'good' is based on a new concept of 'ecological quality' taking into account biology, chemistry and their physical features. For groundwater, it includes quantitative status. The approach taken is an integrated one which has to consider all the naturally occurring and human factors which affect the waters. The difficulties of interpretation of the new concept of 'ecological water status' are discussed and some of the examples of current biological and chemical classification schemes that are used in Europe are examined. The directive also alters the way in which pollution is to be controlled - the 'combined' approach. This concept is explained. Natural hazard induced disasters (NHID), such as floods, droughts, severe storms, and animal pests and diseases have significant, widespread and long lasting impacts on agricultural sectors around the world. With climate change set to amplify many of these impacts, a “business as usual” approach to disaster risk management in agriculture cannot continue if we are to meet the challenges of agricultural productivity and sustainability growth, and sustainable development. Drawing from seven case studies – Chile, Italy, Japan, Namibia, New Zealand, Turkey and the United States – this joint OECD?FAO report argues for a new approach to building resilience to NHID in agriculture. It explores the policy measures, governance arrangements, on?farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. It offers concrete recommendations on what more needs to be done to shift from coping with the impacts of disasters, to an ex ante approach that focuses on preventing and mitigating the impacts of disasters, helping the sector be better prepared to respond to disasters, and to adapt and transform in order to be better positioned for future disasters.
Mediterranean irrigation is diverse due to, among other factors, the relative importance of water in the economy of each country, varied levels of aridity, heterogeneous levels economic, social and technological levels of development, and differences in political and social organization. However, most of the Mediterranean countries face similar problems to meet their water demands because of the scarcity and variability of renewable resources, growing water requirements from non-agricultural sectors, increasing environmental concerns related to water quality and environmental degradation, a social demand for larger public participation, and important technological changes. The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries. The book has been written at a critical moment, when the continued application of a supply-side water management model is revealing its unsustainable nature in numerous places; when significant technological changes are taking place in the irrigation sector; when new forms of management and governance are widely held as badly needed; and finally, when climate change is compounding many of the difficulties that have characterized irrigation policies and practices in the past decades. This complicated future context makes Mediterranean irrigation face various political dilemmas on water management, raising social tensions, triggering territorial and land conflicts, and stimulating new technological developments. Expanding water reuse-the use of treated wastewater for beneficial purposes including irrigation, industrial uses, and drinking water augmentation-could significantly increase the nation's total available water resources. Water Reuse presents a portfolio of treatment options available to mitigate water quality issues in reclaimed water along with new analysis suggesting that the risk of exposure to certain microbial and chemical contaminants from drinking reclaimed water does not appear to be any higher than the risk experienced in at least some current drinking water treatment systems, and may be orders of magnitude lower. This report recommends adjustments to the federal regulatory framework that could enhance public health protection for both planned and unplanned (or de facto) reuse and increase public confidence in water reuse.

In an increasingly global community of researchers and practitioners, new technologies and communication means have made the transfer of policies from one country or region to another progressively more prevalent. There has been a lot of attention in the field of public administration paid to policy transfer and institutional transplantation. This book aims to create a better understanding of such transfers in the water management sector. These include the adoption of modern water management concepts, such as integrated water resources management and forms of water governance, which are strongly promoted and sometimes also imposed by various international organizations. Transfers also occur within the scope of development aid or for the purpose of creating business opportunities. In addition, many research organisations, consultancies and governmental agencies are involved in cross-border work. The purpose of this book is therefore to present practical examples of the transfer of modern water management from one locality to another and to critically discuss the transferability of policy and governance concepts by analysing the contextual needs and factors. Case studies are included from North America, Europe, the Middle East and Asia. It is argued that in many cases context matters in water management and that there is no panacea or universal concept that can be applied to all countries or regions with different political, economic, cultural and technological contexts. Yet it is also shown that some countries are facing pressing and similar water management issues that cut across national borders, and hence the transfer of knowledge may be beneficial.
