'We have always owned the water . . . we have never ceded our mana over the river to anyone', King Tuheitia Paki asserted in 2012. Prime Minister John Key disagreed: ‘King Tuheitia's claim that Maori have always owned New Zealand's water is just plain wrong'. So who does own the water in New Zealand – if anyone – and why does it matter? Offering some human context around that fraught question, Tupuna Awa looks at the people and politics of the Waikato River. For iwi and hapu of the lands that border its 425-kilometre length, the Waikato River is an ancestor, a taonga and a source of mauri, lying at the heart of identity and chiefly power. It is also subject to governing oversight by the Crown and intersected by hydro-stations managed by state-owned power companies: a situation rife with complexity and subject to shifting and subtle power dynamics. Marama Muru-Lanning explains how Maori of the region, the Crown and Mighty River Power have talked about the ownership, guardianship and stakeholders of the river. By examining the debates over water in one New Zealand river, over a single recent period, Muru-Lanning provides a powerful lens through which to view modern iwi politics, debates over water ownership, and contests for power between Maori and the state.

This republished Special Issue highlights recent and emergent concepts and approaches to water governance that re-centers the political in relation to water-related decision making, use, and management. To do so at once is to focus on diverse ontologies, meanings and values of water, and related contestations regarding its use, or its importance for livelihoods, identity, or place-making. Building on insights from science and technology studies, feminist, and postcolonial approaches, we engage broadly with the ways that water-related decision making is often depoliticized and evacuated of political content or meaning—and to what effect. Key themes that emerged from the contributions include the politics of water infrastructure and insecurity; participatory politics and multi-scalar governance dynamics; politics related to emergent technologies of water (bottled or packaged water, and water desalination); and Indigenous water governance.
River Restoration River restoration initiatives are now widespread across the world. The research efforts undertaken to support them are increasingly interdisciplinary, focusing on ecological, chemical, physical as well as societal issues. Who do “we” anthropologists think “we” are? And how do forms and notions of collective disciplinary identity shape the way we think, write, and do anthropology? This volume explores how the anthropological “we” has been construed, transformed, and deployed across history and the global anthropological landscape. Drawing together both reflections and ethnographic case studies, it interrogates the critical—yet poorly studied—roles played by myriad anthropological “we” ss in generating and influencing anthropological theory, method, and analysis. In the process, new spaces are opened for reimagining who “we” are – and what “we,” and indeed anthropology, could become.

This volume looks at challenges involved in this research and offers best practice guidelines to research communities, exploring how adherence to ethical research principles acknowledges and maintains the integrity of indigenous people and knowledge.
The impact of neoliberal governance on indigenous peoples in liberal settler states may be both enabling and constraining. This book is distinctive in drawing comparisons between three such states—Australia, Canada and New Zealand. In a series of empirically grounded, interpretive micro-studies, it draws out a shared policy coherence, but also exposes idiosyncrasies in the operational dynamics of neoliberal governance both within each state and between them. Read together as a collection, these studies broaden the debate about and the analysis of contemporary government policy. The individual studies reveal the forms of actually existing neoliberalism that are variegated by historical, geographical and legal contexts and complex state arrangements. At the same time, they present examples of a more nuanced agential, bottom-up indigenous governmentality. Focusing on intense and complex matters of social policy rather than on resource development and land rights, they demonstrate how indigenous actors engage in trying to govern various fields of activity by acting on the conduct and contexts of everyday neoliberal life, and also on the conduct of state and corporate actors.

Farming Inside Invisible Worlds argues that the farm is a key player in the creation and stabilisation of political, economic and ecological power-particularly in colonised landscapes like New Zealand, America and Australia. This open access book reviews and rejects the way that farms are characterised in orthodox economics and agricultural science and then shows how re-centring the farm using the theoretical idea of political ontology can transform the way we understand the power of farming. Starting with the colonial history of farms in New Zealand, Hugh Campbell goes on to describe the rise of modernist farming and its often hidden political, racial and ecological effects. He concludes with an examination of alternative ways to farm in New Zealand, showing how the prior histories of colonisation and modernisation reveal important ways to farm differently in post-colonial worlds. Hugh Campbell's book has wide-ranging implications for understanding the role farms play in both our food systems and landscapes, and is an exciting new addition to food studies.
