The dynamics of trust and distrust are central to understanding modern society. In digital economies, the Internet enables the "platformisation" of everything. Big technology companies and mobile apps are running mega marketplaces, supported by seamless online payments systems. This rapidly expanding ecosystem is fueled by data. Meanwhile, perceptions of the global financial crisis, data breaches, disinformation and the manipulation of political sentiment have combined to create a modern trust crisis. A lack of trust constrains commerce, particularly in terms of consumer protection and investment. Big data, artificial intelligence, automated algorithms and blockchain technology offer new solutions and risks. Trust in our legal systems depends on certainty, consistency and enforceability of the law. However, regulatory and remedial gaps exist because the law has not kept up with technology. If trust is sometimes the rational response in interpersonal relations, then it can also be rational to distrust. Indeed, distrust is the preferred response when it protects against harm—as when parents do not entrust the safety of their child to a disreputable caretaker. Liberal political theory was largely founded on distrust of government, and the assumption that government cannot and should not be trusted led the framers of the U.S. constitution to establish a set of institutions explicitly designed to limit government power. With contributions from political science, anthropology, economics, psychology, and philosophy, Distrust examines the complex workings of trust and distrust in personal relationships, groups, and international settings. Edna Ullman-Margalit succinctly defines distrust as the negation of trust, and examines the neutral state between the two responses in interpersonal relations. The importance of research on the notion of trust has grown considerably in the social sciences over the last three decades. Much has been said about the decline of political trust in democracies and intense debates have occurred about the nature and complexity of the relationship between trust and democracy. Political trust is usually understood as trust in political institutions (including trust in political actors that inhabit the institutions), trust between citizens, and to a lesser extent, trust between groups. However, the literature on trust has given no special attention to the issue of trust between minority and majority nations in multinational democracies – countries that are not only multicultural but also constitutional associations containing two or more nations or peoples whose members claim to be self-governing and have the right of self-determination. This volume, part of the work of the Groupe de recherche sur les sociétés plurinationales (GRSP), is a comparative study of trust, distrust, and mistrust in multinational democracies, centring on Canada, Belgium, Spain, and the United Kingdom. Today there is much talk of a 'crisis of trust'; a crisis which is almost certainly genuine, but usually misunderstood. Trust: A History offers a new perspective on the ways in which trust and distrust have functioned in past societies, providing an empirical and historical basis against which the present crisis can be examined, and suggesting ways in which the concept of trust can be used as a tool to understand our own and other societies. Geoffrey Hosking argues that social trust is mediated through symbolic systems, such as religion and money, and the institutions associated with them, such as churches and banks. Historically these institutions have nourished trust, but the resulting trust networks have tended to create quite tough boundaries around themselves, across which distrust is projected against outsiders. Hosking also shows how nation-states have been particularly good at absorbing symbolic systems and generating trust among large numbers of people, while also erecting distinct boundaries around themselves, despite an increasingly global economy. He asserts that in the modern world it has become common to entrust major resources to institutions we know little about, and suggests that we need to learn from historical experience and temper this with more traditional forms of trust, or become an ever more distrustful society, with potentially very destabilising consequences.
