In the post–Cold War era, states increasingly find themselves in conflicts with nonstate actors. Finding it difficult to fight these opponents directly, many governments instead target states that harbor or aid nonstate actors, using threats and punishment to coerce host states into stopping those groups. Wendy Pearlman and Boaz Atzili investigate this strategy, which they term triadic coercion. They explain why states pursue triadic coercion, evaluate the conditions under which it succeeds, and demonstrate their arguments across seventy years of Israeli history. This rich analysis of the Arab-Israeli conflict, supplemented with insights from India and Turkey, yields surprising findings. Traditional discussions of interstate conflict assume that the greater a state’s power compared to its opponent, the more successful its coercion. Turning that logic on its head, Pearlman and Atzili show that this strategy can be more effective against a strong host state than a weak one because host regimes need internal cohesion and institutional capacity to move against nonstate actors. If triadic coercion is thus likely to fail against weak regimes, why do states nevertheless employ it against them? Pearlman and Atzili’s investigation of Israeli decision-making points to the role of strategic culture. A state’s system of beliefs, values, and institutionalized practices can encourage coercion as a necessary response, even when that policy is prone to backfire. A significant contribution to scholarship on deterrence, asymmetric conflict, and strategic culture, Triadic Coercion illuminates an evolving feature of the international security landscape and interrogates assumptions that distort strategic thinking.
From the rising significance of non-state actors to the increasing influence of regional powers, the nature and conduct of international politics has arguably changed dramatically since the height of the Cold War. Yet much of the literature on deterrence and compellence continues to draw (whether implicitly or explicitly) upon assumptions and precepts formulated in-and predicated upon-politics in a state-centric, bipolar world. Coercion moves beyond these somewhat hidebound premises and examines the critical issue of coercion in the 21st century, with a particular focus on new actors, strategies and objectives in this very old bargaining game. The chapters in this volume examine intra-state, inter-state, and transnational coercion and deterrence as well as both military and non-military instruments of persuasion, thus expanding our understanding of coercion for conflict in the 21st century. Scholars have analyzed the causes, dynamics, and effects of coercion for decades, but previous works have principally focused on a single state employing conventional military means to pressure another state to alter its behavior. In contrast, this volume captures fresh developments, both theoretical and policy relevant. This chapters in this volume focus on tools (terrorism, sanctions, drones, cyber warfare, intelligence, and forced migration), actors (insurgents, social movements, and NGOs) and mechanisms (trilateral coercion, diplomatic and economic isolation, foreign-imposed regime change, coercion of nuclear proliferators, and two-level games) that have become more prominent in recent years, but which have yet to be extensively or systematically addressed in either academic or policy literatures.
This wide-ranging review of some of the major issues in development economics focuses on the role of economic and political institutions. Drawing on the latest findings in institutional economics and political economy, Pranab Bardhan, a leader in the field of development economics, offers a relatively nontechnical discussion of current thinking on these issues from the viewpoint of poor countries, synthesizing recent research and reflecting on where we stand today. The institutional framework of an economy defines and constrains the opportunities of individuals, determines the business climate, and shapes the incentives and organizations for collective action on the part of communities; Pranab Bardhan finds the institutional framework to be relatively weak in many poor countries. Special issues taken up include the institutions for securing property rights and resolving coordination failures; the structural basis of power; commitment devices and political accountability; the complex relationship between democracy and poverty (with examples from India, where both have been durable); decentralization and devolution of power; persistence of corruption; ethnic conflicts; and impediments to collective action. Formal models are largely avoided, except in two chapters where Bardhan briefly introduces new models to elucidate currently under-researched areas. Other chapters review existing models, emphasizing the essential ideas rather than the formal details. Thus the book will be valuable not only for economists but also for social scientists and policymakers.
Why do some national movements use violent protest and others nonviolent protest? Wendy Pearlman shows that much of the answer lies inside movements themselves. Nonviolent protest requires coordination and restraint, which only a cohesive movement can provide. When, by contrast, a movement is fragmented, factional competition generates new incentives for violence and authority structures are too weak to constrain escalation. Pearlman reveals these patterns across one hundred years in the Palestinian national movement, with comparisons to South Africa and Northern Ireland. To those who ask why there is no Palestinian Gandhi, Pearlman demonstrates that nonviolence is not simply a matter of leadership. This book explores the main challenges against multiculturalism.
